The Education Case of Alliance Israelite in the Ottoman Empire: Jaffa German Jewish Agricultural School Example

Abstract

The investments of Europeans, who tend to political power, in Palestine, which has become a competitive field in the political arena, in the 19th century increased. By opening foundations, schools, hospitals and similar institutions, the possibilities of expansionist movement in the region were obtained. The educational activities of European states such as England and France in the region show the size of the settler colonialism. Starting from the 1860s, the Germans also began to be active. In particular, schools affiliated with the Alliance Israel were opened in parallel with the settlement of the German Jewish population in the region. In the study, the historical background of the settlement of the German Jewish population in the region was mentioned and the characteristics of the Alliance Israel were included. In this context, the characteristics of the school, especially the reason why Alliance Israel opened an agricultural school in Jaffa, which is an agricultural region, were examined. Also, in the political environment of the 19th century, within the scope of the activities of the German Jewish Agricultural School in Jaffa, the supervision and inspection of the minority schools of the Ottoman Empire was emphasized. Considering various research and examination works, especially Ottoman Archive documents, the educational phenomenon of Alliance Israel has been evaluated, in particular the German Jewish Agricultural School in Jaffa.

Özet

19. yüzyılda politik güç eğiliminde bulunan Avrupalıların, siyasi arenada rekabet sahası haline gelen Filistin’e yatırımları artmıştır. Vakıflar, okullar, hastaneler ve buna benzer kurumlar açarak bölgede nüfuzunu artırmaya çalışmıştır. İngiltere ve Fransa gibi Avrupalı devletlerin bölgedeki eğitim faaliyetleri yerleşimci hareketin boyutunu göstermektedir. 1860’lı yıllardan itibaren Almanlar da etkin olmaya başlamıştır. Bilhassa, Alman Yahudi nüfusun bölgeye yerleşimine paralel olarak Alliance İsraelite’ye bağlı okullar açılmıştır. Yapılan çalışmada Alman Yahudi nüfusunun bölgeye yerleşiminin tarihi arka planına değinilerek Alliance İsraelite’nin özelliklerine yer verilmiştir. Bu kapsamda tarım bölgesi olan Yafa’da Alliance İsraelite’nin ziraat okulu açmasının nedeni başta olmak üzere okulun nitelikleri incelenmiştir. Ayrıca 19. yüzyıl siyasi ortamında Yafa Alman Musevi Ziraat Mektebi’nin faaliyetleri kapsamında Osmanlı Devleti’nin azınlık okullarının denetim ve teftişi üzerinde durulmuştur. Osmanlı Arşiv belgeleri başta olmak üzere çeşitli araştırma ve inceleme eserler göz önünde bulundurularak Yafa Alman Musevi Ziraat Mektebi özelinde Alliance İsraelite’nin eğitim olgusu değerlendirilmiştir.
