MIDDLE INCOME TRAP, CAUSES AND POLICIES OF WAYS OUT

Abstract
The growth performance of some developing countries in the 2000s converged per capita incomes of these countriesto the level of developed economies, in addition to providing popularity to new conceptualizations like emerging market economies, BRIC, and MIST in the literature.However, moving this convergence to the catchup level is stuck with new barriersthat need to be overcome for the countries with middle-income In the historical process, a few middle-income countries managed to join the high-income group.The question of why middle-income countries cannot sustain sufficient economic growth to become a high-income country has brought important discussion/research topic with a relatively new concept of Middle Income Trap (MIT) in the economics literature. Making use of the related theoretical and analytical literature, this study explains the determinants of MIT for countries shifted from low-income to middle-income, but have waited there for a long period and had difficulties in moving up, and reveals policy recommendations to prevent/ overcome MIT.
Özet
Bazı gelişmekte olan ülkelerin 2000’li yıllarda sergilediği büyüme performansı, yükselen piyasa ekonomisi,BRIC, MIST gibi yeni kavramlaştırmaları literatürde popüler hale getirirken, bu ülkelerin kişi başına düşen milligelirlerinin gelişmiş ekonomiler düzeyine yakınsamasını sağlamıştır. Ancak bu yakınsamanın, yakalamadüzeyine taşınması, orta gelir düzeyine yükselmiş ülkeler için aşılması gereken yeni engellere takılmıştır.Tarihsel süreç içerisinde, çok az sayıda orta gelirli ülke yüksek gelirli ekonomi grubuna girmeyi başarmıştır.Orta gelirli ülkelerin neden yüksek gelirli ülke olmak için yeterli iktisadi büyümeyi sürdüremedikleri sorusu,iktisat literatüründe nispeten yeni bir kavram olan Orta Gelir Tuzağı (OGT) ile önemli bir tartışma/araştırmakonusunu beraberinde getirmiştir. Bu çalışma, teorik ve analitik literatürden yararlanarak düşük gelirgrubundan orta gelir grubuna geçen, ancak orta gelir düzeyinde uzun süre takılarak yüksek gelir grubunageçmekte zorlanan orta gelirli ülkeler için OGT’nin belirleyicilerini açıklamakta; OGT’den korunma/çıkışbağlamında politika önerilerini ortaya koymaktadır.
