Relationship between Twin Deficit and Growth in the COVID-19 Process: An Empirical Study on the Turkish Economy

Abstract

Purpose: In the study, it is aimed to determine the effect of thebudget deficit and current account deficit on economic growth in theTurkish economy during the COVID-19 pandemic process, whichnegatively affects today's world and every aspect of life. Design/Methodology: The effect of the shocks observed in thebudget deficit and the current account deficit on economic growthwere determined by the Impact-Response analysis and the VarianceDecomposition analysis, which used to describe this effect as apercentage. Findings: According to the analysis results, although the effect ofcurrent account deficit and budget deficit shocks on growth ispositive, the effect of these shocks is very low, and a standarddeviation shock in growth mostly originated from budget deficits.Also, to a shock which was observed in budget deficits, the reactionof the current account deficit was positive in the early periods, it hasbeen negative in the recent periods. This situation shows that theTwin Deficit Hypothesis, which is based on the fact that the deficitsobserved in the budget deficits triggered the current account deficit,is valid during the research periods. Limitations: The research is limited to the use of the Turkisheconomy and the 2018-M1:2021-M1 time interval. Originality/Value: It is important to determine the impact of thetwin deficit problem on the Turkish economy during the COVID-19pandemic, which still has its effect today, in terms of policyrecommendations and interpretation of the problems for the currentsituation. In addition, it is thought that this study will contribute tothe researches made for the Turkish economy during the pandemicprocess and that appropriate policy inferences can be made in linewith the consensus.

Özet

Amaç: Çalışmada, günümüz dünyasını ve yaşamın her yönünüolumsuz etkileyen COVID-19 pandemisi süreci içerisinde Türkiyeekonomisinde gözlemlenen bütçe açığı ve cari açığın ekonomikbüyüme üzerindeki etkisini belirlemek amaçlanmıştır. Tasarım/Yöntem: Bütçe açığında ve cari açıkta gözlemlenenşoklarının ekonomik büyüme üzerinde yarattığı etki, Etki-Tepkianalizi ve bu etkinin yüzdesel olarak açıklaması ise VaryansAyrıştırma analizi ile tespit edilmiştir. Bulgular: Analiz sonuçlarına göre cari açık ve bütçe açığındagörülen şokların büyüme üzerindeki etkisi pozitif olmakla beraberbu şokların etkisi çok düşük derecededir ve büyümede meydan gelenbir standart sapmalık şok en fazla bütçe açıklarındankaynaklanmıştır. Ayrıca bütçe açıklarında gözlemlenen bir şoka cariaçığın verdiği tepki ilk dönemlerde pozitifken, son dönemlerdenegatif olmuştur. Bu durum bütçe açıklarında gözlemlenen açıklarıncari açığı tetiklediğine dayanan İkiz Açık Hipotezinin, araştırılandönemlerde geçerli olduğunu göstermektedir. Sınırlılıklar: Araştırma, Türkiye ekonomisi ve 2018-M1:2021-M1 zaman aralığının kullanılması ile sınırlandırılmıştır. Özgünlük/Değer: Günümüzde hala etkisini göstermekte olan COVID-19 pandemisi sürecinde ikiz açık sorununun Türkiyeekonomisi üzerindeki etkisini belirlemek, mevcut durum içinpolitika önerileri ve sorunların yorumlanması bakımından önemlidir.Ayrıca bu çalışma ile pandemi sürecinde Türkiye ekonomisi içinyapılan araştırmalara bir katkı sağlanacağı ve fikir birliğidoğrultusunda uygun politika çıkarımlarının yapılabileceğidüşünülmektedir.
