An Military and Administrative Position in the Turkish Seljuk State: Beglerbegi

Abstract
When the Seljuk army was evaluated as an organization and institution, the person in the highest position of this organization or institution was given the title of Beglerbegi in historical sources. The position of Beglerbegi had been encountered in the history since the first years of Kılıç Arslan the first in accordance with the information provided by the historical sources. As in the central organization of the Seljuks, there were officials in the provincial organization, who were also known as Beglerbegi. In the organization of the state, the vizier, regent, governor, atabeg and propeller were among the most important officials, respectively. Most of the officers belonging to the Seljuk army organization could be appointed with the title of Beglerbegi either in the state or provinces after they were given a special education in gulamhanes and so rose in the hierarchy of duties and positions. Beglerbegi was appointed to duty with a menşur by the order of the Sultan and a hilat was given. A special hilat ceremony was held for the Beglerbegi who successfully fulfilled his duty and showed merit. Although there was no information in the historical sources about what was given as the symbol of the Beglerbegi in these ceremonies, the sword was shown as the symbol of the army commander in Kutadgu Bilig. In the Seljuks, like other state officials, especially the sultan and viziers, the Beglerbegi also participated in the zoning activities. They were building structures suitable for the benefit of the society such as madrasahs, mosques, caravanserais, khans, inns, and castles. In addition to this, the positions of the beylerbeyi within the state authority and the ways of addressing them will be also included in these works.
Özet
Selçuklu ordusu bir kurum olarak değerlendirildiğinde bu kurumun en üst makamında bulunan kişiye tarihî kaynaklarda beylerbeyi unvanı verilmiştir. Beylerbeyliği makamına Türkiye Selçuklu Devleti’nde I. Kılıç Arslan’ın ilk görev yıllarından itibaren rastlanmaktadır. Selçuklularda merkez teşkilatında olduğu gibi taşra teşkilatında da beylerbeyi unvanı ile anılan görevliler vardı. Devlet teşkilatında görev sırası olarak vezirlik, naiplik, beylerbeylik, atabeylik ve pervanelik, devletin en önemli görevlilerinden idi. Selçuklu ordu teşkilatına mensup görevlilerin çoğu gulamhanelerde özel bir eğitimden geçirilip görevler ve mevkiler hiyerarşisi içerisinde yükseldikten sonra merkezde ve taşrada, beylerbeyi unvanı ile atanabiliyordu. Beylerbeyi, sultanın buyruğu olan bir menşur ile göreve tayin ediliyor ve hilat veriliyordu. Görevini başarı ile yerine getiren beylerbeyine özel hilat giyme töreni düzenleniyordu. Bu törenlerde beylerbeyi sembolü olarak ne verildiği konusunda tarihî kaynaklarda herhangi bir bilgi yer almaz iken, Kutadgu Bilig’de ordu komutanının sembolü olarak kılıç gösterilmiştir. Selçuklularda başta sultan ve vezirler olmak üzere diğer devlet görevlileri gibi beylerbeyi de imar faaliyetlerine katılıyordu. Medrese, cami, kervansaray hangâh, han, kale gibi toplum yararına uygun yapılar inşa ettiriyorlardı. Kösedağ Savaşı’ndan (1243) sonra Moğollar, Selçuklu devlet teşkilatı ve ananelerinde olduğu kadar Selçuklunun ordu teşkilatında, dolayısıyla beylerbeyliği kurumunda da bozulmaya yol açmıştı. Özellikle Sultan Hanı Savaşı’ndan (1256) sonra sipehdâr-ı kebîr veya sipehdâr-ı memleket unvanı verdikleri beylerbeyini herhangi bir liyakat şartına bakmaksızın ya çok fazla güvendikleri Selçuklu beyleri arasında ya da kendilerine en çok hediye sunan kişiler arasında seçmişlerdi. Selçuklu inşa sanatına ait eserler incelendiğinde, beylerbeyinin idari görevlerini tespit etmek mümkündür. Ayrıca bu eserlerde beylerbeyinin devlet erkânı içerisindeki mevkileri, onlara yönelik hitap şekilleri de yer almaktadır.
