PROVINCIAL ADMINISTRATION SYSTEM FROM THE POINT OF THE VIEW OF HISTORICAL INSTITUTIONALISM

Abstract

In terms of the Turkish Provincial Administration System, the 2000s were the years when its existence started to be questioned due to the effects of local government reforms on the provincial system. Based on this determination and the gap in the academic literature regarding the Provincial Administration System despite its deep-rooted historical heritage within the Turkish administrative structure, the aim of the study is to examine the provincial system by making use of the scientific framework presented by historical institutionalism and to provide expansions in terms of evaluations about the future. For this purpose, qualitative data obtained from interviews with 20 provincial administrators were used. In this study, it is concluded that there is a pressure of change in the provincial administration system which is effected by ‘Western-oriented’ path dependence. On the other hand in this study the importance of the adaptation of the governors to the change process in order to continuation of the continuity was emphasized.

Özet

Türk mülki idare sistemi açısından 2000’li yıllar, özellikle yerel yönetimreformlarının mülki sistem üzerindeki etkileri nedeniyle varlığının sorgulanmayabaşladığı yıllardır. Bu tespitten ve Türk yönetim yapısı içerisindeki köklü tarihselmirasına rağmen mülki idare sistemi ile ilgili olarak akademik yazındaki boşluktanhareketle çalışmada; tarihsel kurumsalcılığın sunduğu bilimsel çerçevedenyararlanılarak mülki sistemin irdelenmesi ve geleceğine dair değerlendirmeleraçısından açılımlar sağlanması amaçlanmıştır. İlgili amaç doğrultusunda, 20mülki idare amiri ile gerçekleştirilen görüşmelerden sağlanan nitel verilerdenfaydalanılmıştır. Çalışma sonucunda; mülki idare sisteminde ‘Batı odaklı’ yolbağımlılığı etkisinde oluşan değişim baskısına karşılık sürekliliğin devamındamülki idare amirlerinin yaşanan değişim sürecine ayak uydurmasının önemiortaya konulmuştur.
