Is The Budget Deficit Inflationist? Unpleasant Monetarist Arithmetic In The Context of Turkey’s Inflation, Money Supply And Budget Deficit Analysis

Abstract
In econometric studies examining the relations between monetary growth, budget deficits, public debt and inflation, there is no consensus on the existence of the relationship. In this study, the role of the budget, public debt, and monetary growth for the fight against inflation are analyzed. In this direction, the dynamic modeling approach ARDL (Autoregressive Distributed Lag) method was preferred, based on the idea that the hypotheses put forward could be tested much better than alternative methods, the method was preferred in national and international studies, and the stability levels of the variables. In addition, the existence of a causality relationship between variables was analyzed by the Toda-Yamamoto causality method. In the study, which aims to see the effects of the political problems with the USA and the resulting exchange rate shock, especially in 2018, monthly data covering the period 2005: 1-2020: 8 were used. According to the results, a 1% unit increase in money supply increases inflation by 0.19%, while a 1% unit increase in budget deficit increases inflation by 0.40%. In addition, a 1% increase in public debt increases inflation by 0.33 units. These results show that borrowing used to finance budget deficits and budget deficits has a stronger effect on inflation than increasing the money supply. According to the results of the causality analysis, while budget deficit and domestic debt stock are the causes of inflation, inflation is not the cause of the budget deficit but not the domestic debt stock. Özet
Parasal büyüme, bütçe açıkları, kamu borçları ve enflasyon arasındaki ilişkileri inceleyen ekonometrik çalışmalarda ilişkinin varlığı ile ilgili bir fikir birliğine ulaşılamamıştır. Bu çalışmada enflasyonla mücadelede Türkiye’de bütçe açığı, kamu borç stoku, parasal büyüme değişkenlerinin etkisi analiz edilmektedir. Bu doğrultuda ortaya atılan hipotezlerin alternatif yöntemlere göre çok daha iyi sınayabileceği düşüncesinden, yöntemin ulusal ve uluslararası çalışmalarda tercih edilmesinden ve değişkenlerin durağanlık seviyelerinden hareketle dinamik modelleme yaklaşımı olan ARDL (Autoregressive Distributed Lag) yöntemi tercih edilmiştir. Ayrıca değişkenler arasındaki nedensellik ilişkisinin varlığı Toda-Yamamoto nedensellik yöntemi ile analiz edilmiştir. Özellikle 2018 yılında ABD ile yaşanan siyasi sorunlar ve sonucunda meydana gelen kur şokunun da etkisinin görülmesinin amaçlandığı çalışmada 2005:1-2020:8 dönemini kapsayan aylık veriler kullanılmıştır. Elde edilen sonuçlara göre para arzında %1’lik artış enflasyonu %0,19 oranında arttırırken bütçe açığında meydana gelen %1’lik artış enflasyonu %0,40 oranında arttırmaktadır. Ayrıca kamu borçlarında meydana gelen %1’lik artış enflasyonu 0.33 birim arttırmaktadır. Bu sonuçlar arzına göre bütçe açıklarının ve bütçe açıklarının finansmanı için kullanılan borçlanmanın enflasyon üzerinde para arzının arttırılmasından daha güçlü bir etkisi olduğunu göstermektedir. Nedensellik analizi sonuçlarına göre bütçe açığı ve iç borç stoku enflasyonun nedeniyken enflasyon bütçe açığının nedeni fakat iç borç stokunun nedeni değildir.
