THE EFFECTIVENESS OF PROVINCE-BOUNDARY BASED METROPOLITAN MUNICIPALITY IN MUNICIPAL PUBLIC SERVICES: ADANA METROPOLITAN MUNICIPALITY CASE

Abstract

The aim of this paper is to clarify the effectiveness of metropolitan municipal administrations in local public services whose authority and responsibilities have been extended to the provincial-boundary size by Code of 6360. The scope of the study is limited to the settlements that are located within the Adana provincial boundaries and whose village or municipality public entities were dismantled by Code of 6360. The data of the study were gathered with questionnaire form designed by the researcher on the sample determined by simple random sampling method among the citizens residing in the mentioned settlements. The sample of the study is consisted of 2123 among the universe of 197,005 residents. The data were collected in the form of Five-point Likert Scale and analyzed by SPSS-21. As a result of the study, in the settlements which have been transformed from the village or municipality to the neighborhood of Adana Metropolitan Municipality; most of the local public services such as drinking and utility water, cemetery maintenance and repair, road construction and maintenance, agricultural and animal husbandry support, firefighting, solid waste storage and disposal, protection of environment and agricultural areas, disaster and emergency services, social and cultural services, numbering, municipal police, worship construction and maintenance have been serving effectively while some of the local services such as sewage infrastructure, transportation and public transport, zoning applications and planning, services for amateur sports clubs and traditional and cultural-type architectural project services have been served ineffectively.

Özet

Bu çalışmanın amacı, 6360 sayılı yasayla yetki ve sorumluluk alanı ilmülki sınırları boyutuna genişletilen büyükşehir belediye yönetimlerinin yerelhizmetlerde etkinlik düzeyine açıklık getirmektir. Çalışmanın kapsamı Adana ilmülki sınırları içinde yer alan ve 6360 sayılı yasayla belediye veya köy tüzel kişiliğikaldırılan yerleşim birimleri ile sınırlı tutulmuştur.Çalışmanın verileri, belirtilen yerleşim birimlerinde ikamet edenvatandaşlar arasından basit tesadüfî yöntemle belirlenen örneklem üzerinde,araştırmacı tarafından tasarlanan anket formunun uygulanmasıyla derlenmiştir.Çalışmanın evrensel kitlesi 197.005 kişiden, örneklem kitlesi ise 2123 kişidenoluşmaktadır. Beşli Likert Ölçeği kullanılarak derlenen veriler SPSS-21 programıylaanaliz edilmiştir.Çalışma sonucunda, Adana Büyükşehir Belediyesi’nin köyden ve beldedenmahalleye dönüşen yerleşim birimlerinde; içme ve kullanma suyu, mezarlıkbakım onarım, yol yapımı ve bakım, tarım ve hayvancılığı destekleme, itfaiye,katı atık depolama ve bertaraf, çevrenin ve tarım alanlarının korunması, afetve acil durum hizmetleri, sosyal ve kültürel hizmetler, numaralandırma, zabıta,ibadethane bakım ve onarımları hizmetlerini etkin düzeyde sunduğu ancakkanalizasyon altyapısı, ulaşım ve toplu taşıma, imar uygulamaları ve planlama,amatör spor kulüplerine yönelik hizmetler ve geleneksel ve kültürel tip mimariproje hizmetlerinde sunum düzeyinin etkin olmadığı bulgusuna ulaşılmıştır.
