INTERNAL SECURITY ACTIVITY BUILT ON TRUST: THE DANISH POLICE ORGANIZATION SAMPLE IN THE CONTEXT OF CIVILIAN OVERSIGHT

Abstract

The security and law enforcement activities have recently shifted from only reactive understanding in the subject of struggling against crime and criminality, and it has been expanding proactively in the axis of preventive law enforcement activities. Should be addressing in terms of “building the good order”, which is the main duty of the law enforcement, excludes the activity only from the monopoly of the law enforcement and includes other stakeholders, especially the civil society in the system of policy making and surveillance. “Confidence building in internal and external stakeholders” also gains importance in the strategies and practices which have been shaped specifically through governance principles in this period, in which neoliberal understanding has also many influences. However, the effectiveness and efficiency of the system entails a holistic view and transition to praxis. This study provides literature information about these issues and as a field research, on-site examination, which has been conducted in the Danish National Police Directorate, presents findings and evaluations.

Özet

Güvenlik ve kolluk faaliyetleri, son dönemlerde sadece suç ve suçluylamücadele konusundaki reaktif anlayıştan ayrılarak ana eksenine önleyici kollukfaaliyetlerini almakta ve proaktif bir şekilde genişlemektedir. Kolluğun ana göreviolan “iyi düzenin inşası” bakımından ele alınması gereken bu durum, faaliyetisadece kolluk tekelinden çıkarmakta ve başta sivil toplum olmak üzere diğerpaydaşları da politika üretme ve gözetim sistemi içerisine dâhil etmektedir.Neoliberal anlayışın da etkisinin olduğu bu dönemde özellikle yönetişim ilkeleriüzerinden şekillenen strateji ve uygulamalarda “iç ve dış paydaşlarda güven tesisi”de önem kazanmaktadır. Ancak sistemin etkinlik ve verimliliği bütüncül bir bakışve uygulamaya geçişi zorunlu kılmaktadır. Çalışmada bu konulara yönelik literatürbilgileri verilmekte ve alan araştırması olarak ise yerinde inceleme yapılarakDanimarka Ulusal Polis Müdürlüğü üzerinden tespitler ve değerlendirmelersunulmaktadır.
