Evaluation of the Effect of the Cooperation Support Program on SMEs in the Context of Scale Economy

İşbirliği Destek Programının KOBİ’ler Üzerindeki Etkisinin Ölçek Ekonomisi Bağlamında Değerlendirilmesi

Abstract

In this study, it is aimed to evaluate the production, cost, employment, capital and productivity levels of enterprises benefiting from KOSGEB's Cooperation Support Program in the context of economies of scale. For this purpose, the data obtained by surveying 30 of 33 project groups that benefited from this program and completed their projects between 2018-2020 were evaluated. In the study, it was observed that there was an increase of 57.61% in the total number of employed employees of the enterprises, and as a result, there was a 40% increase in the scale levels of the enterprises according to the number of employees. On the other hand, it was concluded that there was an increase of 46.83% in the total production amount and 39.76% in the total turnover of the enterprises. In addition, as a result of the Cooperation Support Program, 70% of the enterprises stated that there was a good decrease in their general cost levels, 80% of the enterprises stated that their market share and sales volumes increased at a good level, and 53.4% of the enterprises stated that there was a good increase in their current export rates. As a result, when the data obtained are looked at as a whole, it is seen that KOSGEB has achieved the success it aimed with the Cooperation Support Program to a large extent.

Özet

Bu çalışmada, KOSGEB’in İşbirliği Destek Program’ından faydalanan işletmelerin üretim, maliyet, istihdam, sermaye ve verimlilik düzeylerinin ölçek ekonomisi bağlamında değerlendirilmesini amaçlamaktadır. Bu amaç doğrultusunda 2018-2020 yılları arasında bu programdan yararlanan ve projesini bitiren 33 proje grubundan 30’una anket yapılarak elde edilen veriler değerlendirilmiştir. Çalışmada, işletmelerin toplam istihdam edilen çalışan sayısında % 57,61 oranında artış olduğu ve bunun sonucunda işletmelerin çalışan sayısına göre ölçek düzeylerinde % 40 oranında büyüme olduğu görülmüştür. Diğer yandan işletmelerin toplam üretim miktarında % 46,83, toplam ciro miktarında ise % 39,76 oranında artış olduğu sonucuna varılmıştır. Ayrıca İşbirliği Destek Programı sonucunda işletmelerin % 70’i genel maliyet düzeylerinde önemli derecede düşüş yaşandığını, işletmelerin % 80’ni pazar paylarının ve satış miktarlarının önemli oranlarda artığını ve işletmelerin % 53,4’ü mevcut ihracat oranlarında önemli derecede artış olduğunu dile getirdikleri görülmüştür. Sonuç olarak elde edilen verilere bir bütün olarak bakıldığında, KOSGEB’in İşbirliği Destek Programı ile hedeflediği başarıya büyük oranda ulaştığı görülmüştür.
