TOCQUEVILLE AND ARENDT: MODERN SOCIETY AND POLITICAL POWER FROM SOFT DESPOTISM TO TOTALITARIANISM

Abstract
Although despotism has a very long history in the classical sense, the history of democratic despotism typical of the modern period is rather new. In the new age, where societies inevitably turn towards the principle of equality, Alexis de Tocqueville described the government, which reached the unlimited and arbitrary power of the majority, as soft/democratic despotism. Although the field of politics in modern society is expanding towards the public, a democracy regime that allows central and majoritarian governments emerges. Hannah Arendt, one of those who lost their basic rights and became rootless/homeless during the absolute and unlimited reign of the National Socialist Party in Germany in the 20th century, explains the majority domination combined with mass society as totalitarianism, which she sees as a new stage of despotism. Through the analyses of Tocqueville and Arendt, shedding light on the aspects of majoritarian democracies, this study tries to discuss socio-political elements clinging to soft despotism and totalitarianism.

Klasik manada despotizmin çok uzun bir geçmişi olsa da modern çağa özgü demokratik despotizmin tarihi yenidir. Toplumların kaçınılmaz olarak eşitlik ilkesine doğru yöneldiği yeni çağda Alexis de Tocqueville, çoğunluğun sınırsız ve keyfi iktidarına varan yönetimi yumuşak/demokratik despotizm olarak adlandırmaktaydı. Siyaset halka doğru genişlemekle birlikte Tocqueville’e göre merkezi ve çoğunlukçu iktidara yol açan demokrasilere doğru gitmektedir. 20. yüzyılda Almanya’da çoğunlukçu rejimin mutlak ve sınırsız iktidarı altında temel haklarını kaybederek köksüz/yurtsuz kalanlardan biri olan Hannah Arendt ise kitle toplumuyla birleşen çoğunluk tahakkümünü despotizmin yeni bir aşaması olarak gördüğü totalitarizmle açıklamaktadır. Bu çalışmada çoğunlukçu demokrasilerin görünümlerine ışık tutan Tocqueville ile Arendt’in çözümlemeleri aracılığıyla demokratik despotizmden totalitarizme uzanan yolun sosyolojik ve siyasal öğeleri tartışmaya açılmaktadır.
