Reîsülkurrâ: From the Ottomans to the Present Day

Abstract
Reîsülkurra, which means the head of those who have completed their education in the science of qira'ah, is an important person managing the recitation societies and other issues related to the Qira'ah. The duty of reîsulkurrâ, which emerged in the Ottoman period, continues its existence until today. In the Ottoman Empire, the terms reîsülkurrâ and reîsü meşâyihi'l-kurrâ had the same meaning, and sometimes they were used appending some words to the end of them, such as reîsülkurrâ fî timeh, reîsü meşâyihi'l-kurrâ fî 'asrih and reîsü meşâyihi'l-kurrâ fî state'l-'aliyye. These two expressions are used in the works of recitation, in the written permissions given about the recitation and have taken place even in the tombstones since XI/XVIIth century. The position of Reîsülkurrâ first emerged in the Ottoman Empire as a duty dedicated by Sultan Ahmed I and Evliya Mehmed Efendi (d. 1045/1636) was the first who was inducted to this duty. Although reîsülkurras were originally located in Istanbul, the title of reîsülkurrâ was used in Bursa and Edirne meaning as the head of the kurras in that city. Being a reîsülkurra in these cities was stipulated, such as reading the Kırâat-ı Takrîb from the beginning to the end before other qira'ahs.
Özet
Kırâat ilmi öğrenimini tamamlamış kimselerin başı anlamındaki reîsülkurrâ, kırâat cemiyetlerini ve kurrâlarla ilgili diğer meseleleri yöneten önemli bir kişidir. Osmanlı döneminde ortaya çıkan reîsülkurrâlık vazifesi günümüzde de varlığını devam ettirmektedir. Osmanlı’da reîsülkurrâ ve reîsü meşâyihi’l-kurrâ tâbirleri aynı anlamda olup, bazen reîsülkurrâ fî vaktih, reîsü meşâyihi’l-kurrâ fî ‘asrih ve reîsü meşâyihi’l-kurrâ fî devleti’l-‘aliyye gibi artlarına bazı eklemeler yapılarak da kullanılmıştır. Bu iki tabir kırâat eserlerinde, kırâatla ilgili verilen yazılı İcâzetlerde ve hatta mezar taşlarında 11/17. asırdan itibaren yer almıştır. Reîsülkurrâlık makamı Osmanlı’da ilk olarak Sultan I. Ahmed Han tarafından vakfedilen bir vazife olarak onun döneminde ortaya çıkmış ve bu göreve ilk olarak Evliya Mehmed Efendi (ö. 1045/1636) getirilmiştir. Reîsülkurrâlar asıl olarak İstanbul’da bulunsa da Bursa ve Edirne’de de o şehirdeki kurrâların başı anlamında reîsülkurrâlık unvanı kullanılmıştır. Bu şehirlerde reîsülkurrâ olmak, kırâat-ı takrîb hatmini diğer kurrâlardan önce tamamlamak gibi bazı şartlara bağlanmıştır. Osmanlı’dan günümüze reîsülkurrâlık vazifesini yürüten İstanbul’da kırk iki, Bursa’da yedi ve Edirne’de dört isim tespit edilebilmiştir.
