TRANSFORMATION OF CLASSICAL FOUNDATIONS FROM THE OTTOMAN TO DAILY LOCAL SERVICE

Abstract

Local governments are important institutions that meet the needs of people at the local level. Given the appearance of the idea of local governments in the 1850s, it is the first example in the world and Turkey tried to be widely seen as şekild saddle. However, it is known that in the Ottoman Empire, which has a deeply rooted administrative power, the local qualified services are carried out in the modern manhood by the system of the kadi, foundation and guild which undertake the duties of these institutions before the local governments emerged. Classic institutions of modern management structure in place of these so-called conversion process gives important clues about the development issues of local governance in Turkey. For this reason, two main objectives have been achieved in carrying out this study. These aims are; descibed institutions offering local service in the Ottoman way to explain what is survived by undergoing changes and local governments in Turkey in this direction is to provide the opportunity to better analyze. In our efforts to realize this aim, it is mentioned how the traditional institutions that provide local service before the tanzimat are formed and from which organs they are, the duties and authorities explain the responsibilities of the society and how the contemporary modern local administrations fill the absence and how they have transformed today.

Özet

Yerel yönetimler yerel düzeyde insanların ihtiyaçlarını karşılayan önemli kurumlardır. Yerel yönetimlerin ortaya çıkışları göz önüne alındığında 1850’li yıllarda dünyada ve Türkiyede ilk örneklerine yaygın şekild eyer verilmeye çalışıldığı görülektedir. Oysa köklü bir yönetim gelenegne sahip olan Osmanlı İmparatorluğunda yerel nitelikli hizmetler modern manada yerel yönetimler daha ortaya çıkmadan, bu kurumların görevlerini üstlenen kadılık, vakıf ve lonca sistemiyle yapılıyor olduğu bilinmketedir. Klasik kurumlar olarak adlandırılan bu yapıların modern yerinden yönetimlere dönüşüm süreci Türkiye’de yerel yönetimlerin gelişimi konusu hakkında önemli ipuçları vermektedir. Bu nedenle bu çalışmanın yapılmasında iki temel amaç güdülmüştür. Bu amaçlar; Osmanlı’da ki yerel hizmet sunan kurumları tanıtılıp ne şekilde değişikliklere uğrayarak günümüze ulaştığını izah etmek ve bu doğrultuda Türkiye’deki yerel yönetimleri daha iyi analiz edebilme imkanı sağlamaktır. Bu amacı gerçekleştirebilmek için çalışmamızda Tanzimat öncesinde yerel hizmet sunan klasik kurumların neler olduğu hangi organlardan meydana geldiği, görev ve yetkileri, toplumdaki sorumlulukları açıklanarak günümüzdeki modern yerel yönetimlerin yokluğunu nasıl doldurdukları ve günümüzde nasıl bir dönüşüm geçirdikleri konularına değinilmektedir.
