Abstract

The Ottoman army, which managed to protect the human power from the beginning of the mobilization until the end of the war, started to feel the lack of this power towards the end of the war. Merging the problem of soldiers' escape with the phenomenon of banditry and its increasing increase undoubtedly severely disrupted the army's ability to fight towards the end of World War First. According to the statements of the deserters, there were many reasons for desertion in the army, but these included insufficient food, poor nutrition, lack of clothing and physical and mental fatigue caused by diseases and burnout played the most important role. In British military intelligence reports, bad food and disgust with war were among the reasons the deserters always highlighted. The defeat factor and the hopelessness caused by the prolonged war inevitably led to desertions. When the deserter was captured and handed over to his continent or unit, often his first thought was to flee again, resulting in repeated desertions. Karesi province is an administrative center that has witnessed bandit activities not only in the 19th and early 20th century but also in the past. Although there are many factors that influence banditry as a social phenomenon, although their periodic features different As the most important reason, socio-economic factors appear as a common determinant. In this study, we tried to shed light on the social history of the period by addressing the problem of escapes and banditry in the Karesi Province just before the Mondros Armistice.

Özet

Seferberliğin başından savaşın sonuna kadar insan unsuru gücünü koruyabilmeyi başaran Osmanlı ordusu,savaşın sonlarına doğru gittikçe artan bir şekilde bu gücün eksikliğini hissetmeye başladı. Firariler sorununeşkıyalık olgusu ile birleşmesi ve gittikçe artması hiç şüphesiz ki I. Dünya Savaşı’nın sonlarına doğru ordununsavaşma kabiliyetini ciddi oranda sekteye uğratmıştır. Firarilerin ifadelerinden anlaşıldığına göre orduda firaraneden olan birçok sebep bulunmakla birlikte bunlar arasında yetersiz gıda, kötü beslenme, giysi eksikliği ilehastalıkların yol açmış olduğu fiziksel ve zihinsel yorgunluk ve tükenmişlik en önemli rolü oynamaktaydı.İngiliz askeri istihbarat raporlarında kötü gıda ve savaştan tiksinme firarilerin daima vurguladığı nedenler arasında yer almaktaydı. Yenilgi faktörü ve savaşın süresiz uzamasının yol açtığı umutsuzluk hali dekaçınılmaz olarak firarlara sebebiyet vermekteydi. Firar eden asker yakalanıp kıtasına veya birliğine teslimedildiğinde çoğu kez ilk düşündüğü şey yeniden kaçmaktı ve bu durum mükerreren firarlara neden olmaktaydı.Bu durum İmparatorluğun birçok bölgesinde olduğu gibi Karesi sancağını da olumsuz etkilemiştir. KaresiSancağı, sadece 19. yüzyıl ve 20. yüzyılın başlarında değil, bu yüzyılın öncesinde de eşkıyalık faaliyetlerinesahne olmuş bir yönetim merkezidir. Sosyal bir olgu olarak eşkıyalığın ortaya çıkışında birçok faktörün etkisiolmakla birlikte, her ne kadar dönemsel nitelikleri farklı da olsa en önemli neden olarak sosyo-ekonomikfaktörler ortak bir belirleyici durum olarak karşımıza çıkmaktadır. Bu çalışmamızda biz, MondrosMütarekesi’nin hemen öncesinde Karesi Vilayetindeki firariler sorununu ve eşkıyalık olgusunu ele alarakdönemin sosyal tarihine ışık tutmaya çalıştık.
