Remuneration ad Employment in Market-Oriented Health Environments

Abstract
Health reforms have aimed at the commercialization of health services. In Turkey, it put in practice in 1990. The most important components of the health reforms is the changing of the employement and payment mechanisms. In this contex t, contractual employement and performance based payment have been prefered. For these two policies, ineff iciency is the important problem.
Özet
Sağlık reformları sağlık hizmetlerinin ticarileştirilmesini hedefl er. Türkiyede 1990 yılında uygulamaya konulmuştur. En önemli bileşenlerinden birisi istihdam ve ücretlendirme biçimlerinin değiştirilmesidir. İstihdamda sözleşmeli modele geçilmektedir. Ücretlendirmede ise performansa dayalı ücretlendirme söz konusudur. Verimsizlik her ikisinin de önemli sorunudur.
