Turkey’s Exam Wıth Mental Health Act

Abstract

In our country, particularly Psychiatric Association of Turkey (PAT) and non-governmental organizations have made a big eff ort to prepare the Mental Health Act. All drafts were prepared specifically for the conditions of the time and patient needs. The latest version, which was submitted to the Turkish Grand National Assembly as a law proposal in 2018, has a historical importance since it was created with a great consensus of nine non-governmental organizations together with PAT. However, no improvement has been achieved in terms of enactment in the meantime. Our eff orts will continue to create a libertarian mental health act that is based on scientific grounds and prioritizes patient and human rights.

Özet

Ülkemizde Ruh Sağlığı Yasasının hazırlanması için başta Türkiye Psikiyatri Derneği (TPD) olmak üzere sivil toplum örgütleri büyük çabagöstermektedir. Tüm taslaklar dönemin koşulları ve hasta gereksinimlerine özgü olarak hazırlanmıştır. En son 2018 yılında kanun teklifiolarak TBMM’ye sunulan son hali TPD ile birlikte toplam dokuz sivil toplum örgütünün büyük oranda uzlaşısı ile oluşturulduğundan tarihiöneme sahiptir. Ancak aradan geçen sürede yasalaşma yönünde bir gelişme sağlanamamıştır. Hasta ve insan haklarını önceleyen, bilimseltemellere dayalı ve özgürlükçü bir ruh sağlığı yasası oluşturulması için çabalarımız sürecektir.
