Social Inclusion Policies in European Union

Abstract
European Union (EU) and its Member States face major economic and social problems with globalization, increased competition, technological advances and demographic changing. The numbers affected by poverty and social exclusion accross the Union are very significant. According to Eurostat data, some 16% of the EU population (about 70 million Europeans) are living at risk of poverty. Social inclusion is a strategic approach in a social policy context that developed by EU to addressing poverty and social exclusion. Social inclusion is a process which ensures that those at risk of poverty and social exclusion gain the opportunities and resources to participate fully in economic, social and cultural life. The added value of the social inclusion process has been to make clear the multi-dimensionality of poverty and social exclusion. This article aims to give an account of current economic and social situation and the social inclusions approach in EU and its Member States. As a first, social inclusion adopted at the European Council of Lisbon in March 2000. The Lisbon Council agreed on on the need to take steps to make a decisive impact on the eradication of poverty by 2010. It has also agreed that Member States coordinate their policies for promoting social inclusion on the basis of a process of policy exchanges and mutual learning known as the “Open Method of Coordination (OMC)”. Under the OMC, Member States agree to a measure of joint development of policies without calling in to question subsidiarity. It is a flexible method, allowing exchange and coordination in a way and to a degree appropriate to the policy in question. Member States are to contribute to the strategy through national actions plans on social inclusion, on the basis of common objectives adopted at European level. The OMC has provided a framework for exchange and learning and has promoted openness, transparency and the involvement of stakeholders, European and national, as a means to beter policymaking. In this context, seven key policy priorities in the area of social inclusion have been highlighted by the EU countries: increasing labour market participation, modernising social protection systems, tackling disadvantages in education and training, eliminating child poverty, ensuring decent accomodation, improving access and tackling inequalities in health care, overcoming discrimination and increasing the integration of immigrants.

AB ve üye ülkeler, küreselleşme, artan rekabet, teknolojik gelişmeler ve demografik baskılar karşısında ciddi ekonomik ve sosyal sorunlarla karşı karşıyadır. Gelir eşitsizliği giderek artmakta, toplam nüfusun % 16’sı yani yetmiş milyondan fazla insan yoksulluk eşiğinin altında yaşamakta, işsizler içinde uzun süreli işsizlerin oranı giderek artmaktadı r. Sosyal içerme, AB’nin yoksulluk ve sosyal dışlanmayla mücadele amacıyla, sosyal politika alanında geliştirdiği stratejik bir yaklaşımdır. Bu makalenin amacı, mevcut ekonomik ve sosyal durumu ortaya koyarak, AB ve üye ülkelerde sosyal içerme yaklaşımını değerlendirmektir. Sosyal içerme yaklaşımı, ilk olarak Mart 2000’de Lizbon’da yapı lan Avrupa Konseyi’nde benimsenmiştir. Konsey 2010 yılında yoksulluğun ortadan kaldırılması için daha kararlı adımların atılması gerektiğini belirtmiştir. Stratejinin yürütülmesinde Açık Eşgüdüm Yönteminin kullanılmasına karar verilmiştir. Üye ülkelerin sosyal içerme politikalarının eşgüdümünü sağlayabilmek için kullanılan Açık Eşgüdüm Yöntemi, esnek, üye ülkeler üzerinde yaptırım gücü olmayan, sadece stratejinin yürütülmesinde üye ülkelere en başarı lı uygulamaları yaymak, temel AB hedeşeri doğrultusunda daha fazla yakınlaşmayı gerçekleştirmek ve kendi politikaları nı ileriye doğru geliştirmeleri konusunda yardımcı olmak amacıyla kullanılan kıyaslama, gözden geçirme ve karşılıklı öğrenmeye dayalı süreçsel bir araçtır. Bu yaklaşım çerçevesinde sorunun çözümünde sadece ülke hükümetleri değil, sosyal taraşar ve sivil toplum örgütleri de sürece dahil olmaktadırlar. Bu bağlamda, AB ülkeleri sosyal içerme alanında yedi temel politik öncelik belirlemişlerdir; işgücü piyasasına katılımın arttırılması, sosyal koruma sistemlerinin modernizasyonu, eğitim ve öğretim alanındaki dezavantajlarla mücadele, çocuk yoksulluğunun ortadan kaldı rılması, uygun barınma koşullarının sağlanması, sağlık bakımında erişimin geliştirilmesi ve eşitsizliklerle mücadele, ayrımcılığın ortadan kaldırılması ve göçmenlerin entegrasyonunun geliştirilmesi.
