Abstract

Nowadays; depending on the increase in economic activities and the dizzying developments in technology, the volume of institutional and personal data is increasing very quickly, even moving towards a point that can not be controlled. In parallel with this development and in- creases in the volume of data, the variety of methods and tools used in frauds is show. Asso- ciated with these developments, the significance of effective supervision in detecting and preventing multidimensional frauds is increasing day by day. . In line with technological de- velopments and current risk analysis and continuous auditing methods emerging via academic and technological events, classical audit approach has been developing in the direction of pro- active audit approach. In this article, risk analysis and continuous auditing methods, which will be implemented in Social Security Institution to prevent misconducts, are examined in general terms.

Özet

Günümüzde ekonomik faaliyetlerdeki artış ve teknolojideki baş döndürücü gelişmelere bağlı olarak, kurum ve kişilere ait verilerin hacimleri çok hızlı bir şekilde artmakta, hatta kontrol edi- lemez bir noktaya doğru ilerlemektedir. Bu gelişme ve veri hacmindeki artışlara paralel olarak da suiistimal yöntem ve araçları da çeşitlilik arz etmektedir. Bütün bu gelişmelere bağlı olarak, çeşitlilik arz eden suiistimallerin tespiti ve önlenmesinde etkin bir denetimin önemi her geçen gün artmaktadır. Klasik denetim yaklaşımı, akademik ve teknolojik gelişmelere paralel olarak ortaya çıkan güncel risk analizi ve sürekli denetim yöntem ve araçlarının da etkisiyle proaktif bir denetim yaklaşımı yönünde sürekli gelişme göstermektedir. Bu makalede önümüzdeki dö- nemde Sosyal Güvenlik Kurumunda uygulanacak olan suiistimali tespit ve önlemeye yönelik proaktif risk analizi ve sürekli denetim metodları genel hatlarıyla incelenmiştir.
