REIGIONAL ALLIANCES IN TURKISH‐USA RELATIONS AFTER THE COLD WAR (1990–2000)

Abstract

This study analyses the Turkey‐USA relations, which took part in and around Turkey between 1990–2000 post‐ColdWar. It has focused on the cooperation between Turkey and the USA in the Middle East, the Caucasus, Central Asia and the Balkans. After the World War II. the world had a bipolar state, West Block led by the USA and the East Block led by Soviet Russia. Turkey had an important role for West Block NATO against the fight with Soviet Russia because of its geostrategic position until the disintegration of Soviet Russia. Turkey chose to be included in the Western Block after the World War II. In 1991, at the end of the dissolution of the Soviet Russia and the ColdWar,the USA began to be known as super power. Disintegration of the Soviet Union also created gapsin the various regions. The USA decided to intervene to these regions according to their interests. The USA that wanted to carry out its own policy with this attempt named it as “the New World Order”. Turkey, appeared to be lost the geostrategic importance which he had during the World War II. But the new policy of the USA, placed Turkey once again on the agenda. Turkey was in the centre of the regions that the USA interfered for their own interests. The important position which Turkey had, gave the chance to Turkey to cooperate with the USA in various regions. Thus, Turkey found the opportunity to continue the activity in world politics and even found the opportunity to apply their own policies. After Cold War, Turkey, who didn’t lose its importance in the unipolar world system formed around the USA for its geostrategic position, became strategic partner of the USA in its regional policies. Thus, Turkey caught the chance to be involved in the new formation of Middle East, Caucasus, and Central Asia and the Balkans after the ColdWar.

Özet

Bu çalışma, Soğuk Savaş sonrası, 1990‐2000 arası dönemde Türkiye çevresi bölgelerde Türkiye‐ABD ilişkileri incelemiştir. Orta Doğu, Kafkaslar, Orta Asya ve Balkanlarda Türkiye ile ABD arasındaki işbirliği üzerinde durulmuştur. II. Dünya Savaşı sonrasında dünya, ABDnin başını çektiği Batı Bloğu ve Sovyet Rusyanın başını çektiği Doğu Bloğu olmak üzere iki kutuplu bir hal almıştı. Sovyet Rusyanın 1991 yılında resmen dağılma sürecine kadar, Türkiye jeostratejik konumu dolayısıyla Batı Bloğu olan NATO için Sovyetlerle mücadelede önemli yertutmaktaydı. Türkiyede Sovyet tehdidinden dolayı II. Dünya Savaşı sonrasında Batı Bloğuna dâhil oldu. 1991 yılında Sovyet Rusyanın dağılması ve Soğuk Savaşın sona ermesiyle ABD süper güç olarak anılmaya başlandı. Ayrıca Sovyetlerin dağılması çeşitli bölgelerde boşluklar oluşturdu. ABD, boşluk oluşan bölgelere çıkarları doğrultusunda müdahale kararı aldı. ABD bu hareketi ile kendi politikasını uygulamak istediği bu girişme “Yeni Dünya Düzeni” adını verdi. Türkiye ise Soğuk Savaş sonrasında jeostratejik önemini kaybetmiş gibi görünmekteydi. Ancak ABDnin yeni politikası Türkiyeyi konumu itibariyle bir kez daha gündeme taşımıştı. ABDnin çıkarları doğrultusunda müdahalede bulunduğu bölgeleriçin merkez konumda bulunmaktaydı. Türkiyenin bu denli önemli bir konumda bulunması çeşitli bölgelerde ABD ile işbirliği yapması sağladı. Böylece Türkiye dünya politikasındaki aktifliğini sürdürme ve hatta kendi politikalarını da uygulama fırsatı buldu. Soğuk Savaş sonrasında, ABD etrafında oluşan tek kutuplu dünya sisteminde de jeostratejik konumu ile önemini yitirmeyen Türkiye, ABDnin bölgesel politikalarında stratejik ortağı haline gelmiştir. Böylece Türkiye Soğuk Savaş sonrasında Orta Doğu, Kafkaslar, Orta Asya ve Balkanların yeni oluşumuna müdahil olabilme şansını yakalamıştır.
