ARAP SPRING AS A MOVEMENT OF DEMOCRACY DEVELOPMENT IN THE MIDDLE EAST

Abstract
In Islamic societies, there are harmony and opposition between the social space and the political institution in the historical process. This opposition has led to various breakdowns in the Islamic societies from the past to the present. The first breaking is the defeat by the West and the Islamism that emerged as a result of the inquiries that this defeat caused and fed. Islamism promotes resistance to the consequences of imperialism, colonialism, and wants to establish an ideal model of society that derives value production from the past. The second breaking point of the Islamic opposition was the resistance against the modernist interventions of the regimes that survived the 60s and 70s. The reaction of both the oppressed of the capitalist structure and the reaction of those who could not make sense of themselves within the rigid materialism of the socialist world has fostered an Islamic rise. The third break point can be defined as the Arab Spring. The Arab Spring is not a sudden historical break or Arab enlightenment. It is in line with the traditional codes and the historicity of Islamism, reproduced as a contemporary social movement. Özet
İslam toplumlarında tarihsel süreç içerisinde toplumsal alan ile siyaset kurumu arasında bazen uyum bazen de karşı çıkış ve muhalefet ortaya çıkmıştır. Bu karşı çıkış ve muhalefet geçmişten günümüzde İslam toplumlarında çeşitli kırılmaları beraberinde getirmiştir. Yaşanan ilk kırılma, Batı karşısında yaşanan yenilgi ve bu yenilginin ortaya çıkardığı ve beslediği sorgulamalar sonucu beliren İslamcılık akımıdır. İslamcılık emperyalizm, kolonyalizm gibi olguların sonuçlarına yönelik bir direnişi teşvik etmekte ve değer üretimini geçmişten alan bir ideal toplum modeli kurmak istemektedir. İslami muhalefetin ikinci kırılma noktasını 60’lar ve 70’lerde koloni olmaktan kurtulan rejimlerin modernist müdahalelere yönelik direnişi oluşturmuştur. Hem kapitalist yapının aşırılıkları altında ezilen hem de sosyalist dünyanın katı materyalizmi içinde kendine anlam kuramayanların tepkisi İslami yükselişi beslemiştir. Üçüncü kırılma noktası ise Arap Baharı olarak tanımlanabilir. Arap Baharı, birdenbire gerçekleşen bir tarihsel kırılma ya da Arap aydınlanması değildir. Çağdaş bir sosyal hareket biçiminde yeniden üretilen İslamcılığın geleneksel kodları ve tarihselliği ile uyumludur. Baharın yarattığı yeni atmosfer bölgedeki güç dengelerini değiştirmiş ve “İslamcıları iktidardan uzak tutma” hamlesi olarak dış müdahalelerin etkisiyle karşılaşmış, süreç tersine dönmüştür. Buna rağmen tüm iniş çıkışlarıyla demokratikleşme yolculukları uzun soluklu süreçlerdir. Türkiye son dönemde iç politikasında gerçekleştirdiği demokratikleşme açılımlarına paralel olarak, Arap Baharı’nda da milletlerin iradesini desteklemiş, dış politika yaklaşımını demokratikleşme, çoğulculuk ve insan hakları üzerinden yeniden kurmuştur.
