Turizm Odaklı Sürdürülebilir Kalkınma İçin Bir Yöntem Önerisi

Abstract

Sustainable development is based on protection and development of resources. Continuous exploiting of resources whileprotecting them, especially supporting thedevelopment of renewable resources withoutexceeding the limit of renovation, is the basisof the philosophy of development that protects the environment. It is obvious that in tourism sector which hasthe environment as basic capital, it is hard tomake development and thus benefit from theeconomic functions of tourism with destroyedenvironment. Here again the basic problem isrelated with how to achieve the healthydevelopment of tourism. The solution of thisproblem lies on protecting and improving theresources which tourism benefits from in thedevelopment process. However, in plan and projects, limited and insufficient predictionsabout using and protecting of resources inthe future, apart from solving the problem,make it heavier. In this study, "growth", "sustainablegrowth" and"sustainable tourism" conceptswill be analyzied and in the end there will bea suggestion of a method for sustainabletourism. If the process could be managedthrough the adviced method, "sustainabletourism" will be a device for sustainable economic and social development, especially inthe regions which have tourism potential butrelatively have less economic development.

Özet

Sürdürülebilir kalkınmanın temelinde kaynakların korunması ve gelifltirilmesibulunmaktadır. Kaynakların sürekli vekorunarak değerlendirilmeleri, özellikleyenilebilen kaynakların kendilerini yenilemesınırları aflılmadan kalkınmaya destek olabilmeleri, çevreyi koruyan kalkınma felsefesinin temelini oluflturmaktadır. En büyük sermayesi çevre olan turizm sektöründe, bozulmufl bir çevreylekalkınmanın ve dolayısıyla turizminekonomik fonksiyonlarından yararlanmanıngüç olacağı açıktır. Burada da temel sorun,turizmde sağlıklı bir kalkınmanın nasılgerçeklefltirilebileceği ile ilgilidir. Bu sorunun çözümü, turizmin geliflmesinisağlarken yararlandığı kaynakları korumadave gelifltirmede yatmaktadır. Ancak yapılanplan ve projelerde, çevre ve doğal kaynakların kullanımı ve korunması ile ilgiligeleceğe yönelik öngörülerin sınırlı ve yetersiz olması, sorunu çözmek bir yana daha daağırlafltırmaktadır. Bu çalıflmada sürdürülebilir turizm sürecineiliflkin bir yöntem önerilmektedir. Süreç önerilen yöntem doğrultusunda yönetildiğitakdirde, ekonomik anlamda göreceli olarakaz geliflmifl bölgelerde, ekonomik ve toplumsal kalkınmanın sürdürülebilir kılınmasında,turizm bir araç olarak kullanılabilecektir.
