The new concept of regional development and development politicts of World Bank and Unidet Nations

Abstract
This paper is focusing to discuss on the concept of'poverty' in traditional and the new form of it as 'global; in the context of regional development politics. While World Bank (WB) and United Nations' (UN) development politics and practices, such as poverty reduction and/or empowerment policies during development process is differ each other critically; not only as theorizing the politics but also to apply in any part of the world such as South East Region of Turkey and SA Project. In this paper, the concept of poverty, deprivation and the culture of poverty etc. are discussed on this context.

Bu makale 'yoksulluk' kavramı ve yoksulluğun geleneksel ve küresel biçimlerini bölgesel kalkınma politikaları çerçevesinde tartışmayı amaçlamaktadır. Bölgesel kalkınma ve genel olarak kalkınma politikalarının Dünya Bankası (DB) ve Birleşmiş Milletler (BM) tarafından dile getirilme ve uygulanma pratikleri ele alınırken; yoksunluk ve yoksulluk kültürü gibi kavramlar da, Türkiye'nin en geri kalmış bölgelerinden olan Güneydoğu Anadolu Bölgesi ve Projesi (GAP) kapsamında tartışılacaktır.
