Özet

Sovyet sisteminin çökmesi ile birlikte 1991 yılında bağımsızlığına kavuşan ülkeler siyasi,ekonomik, toplumsal alanda çeşitli sorunlarla karşı karşıya kalmış; özellikle TürkCumhuriyetleri bulundukları coğrafya itibariyle söz konusu süreci daha sancılıgeçirmiştir. 90’lı yılların ilk yarısında öncelikle ulusal sorunlara yönelen Türk devletleri,sonraki dönemde uluslararası sisteme adapte olmuş; karşılıklı ilişkileri ikili ve çok taraflıbir zeminde geliştirmeyi başarmışlardır.Kafkasya’nın en güçlü ve en büyük devleti olarak öne çıkan Azerbaycan Cumhuriyeti,uzun yıllar aynı kaderi paylaştığı Orta Asya’nın Türk Cumhuriyetleri ile bağımsızlıksonrası dostluk ve işbirliğine dayalı bir dış politika stratejisi geliştirmiştir. Söz konusuülkelerden biri olan Kırgızistan Cumhuriyeti ile ilişkiler çeşitli bölgesel ve küreselkuruluşlar çerçevesinde geliştirilmesine karşın ikili ilişkilerin resmi bir nitelik kazanmasıancak 2000’li yıllarla birlikte mümkün olabilmiştir.Çalışma’nın temel amacı Türk devletleri arasındaki ilişkilere yer veren kısıtlı literatüreAzerbaycan ve Kırgızistan ilişkileri bağlamında katkı sağlamaktır. Bu kapsamdaçalışmada bağımsızlık sonrası Azerbaycan-Kırgızistan ilişkilerinin ekonomik ve siyasiboyutu ele alınmış ve ikili ilişkilerin geleceğine yönelik değerlendirmelere yer verilmiştir.

Abstract

With the collapse of the Soviet system, the countries which gained their independence in 1991 faced various problems in the political, economic and public sphere; especially the Turkic Republics were more painful in terms of their geography. In the first half of the 90s, the Turkish states, which were particularly oriented towards national problems, adapted to the international system in the following period; they have succeeded in developing mutual relations on a bilateral and multilateral basis. The Republic of Azerbaijan, which stands out as the most powerful and biggest state of the Caucasus, developed a foreign policy strategy based on the friendship and cooperation with the Turkic Republics of Central Asia, where it has shared the same fate for many years. Although relations with the Kyrgyz Republic, which is one of these countries, were developed within the framework of various regional and global institutions, it was only possible in the 2000s that bilateral relations became official. The main purpose of the study is to contribute to the limited literature which includes relations between the Turkish states in the context of Azerbaijan and Kyrgyzstan relations. In this context in the study economic and political aspects of the relations between Azerbaijan and Kyrgyzstan after the independence were discussed and evaluations for the future of bilateral relations were included.
