Prime Minister as a Mean to Use Political Power

Abstract

The article argues that the executive has became the only user of political power in the capitalist development process but since the power itself is united and differentiated at the same time it is used by the political subjects determined by in-executive power relations. Administrative institutionalisation of the prime ministry as one of the subjects supports the prime minister's political role instead of changing it. According to the author, the separation of powers is a historical fact which expresses the political order of the early period of capitalist mode of production. Together with the emergence of centralized national states, the separation of powers had transformed itself into the separation of functions and the executive as has gained more power during the capitalist development process became the only user of the qualitatively united but functionally differentiated political power. Political subjects who are called with different names in different political systems within the same political order has become the only user of political power in accordance with in-executive power relations. The Prime Minister too, is one of the political subjects. Empowerment of the prime minister within the executive has occurred under the 17th Century conditions in England which were leading to a transformation of the previous mode of production and to reshaping the economic structure. While the Cabinet as one of the most important consultative organs for the King were gaining a new form in such a period before the newly empowerment and qualitatively changed parliament the prime minister -chief minister of the King's ministers in previous time- has emerged as the representative of the unity of the new economic and political order's executive. Besides this, the growth of the administrative organ tied to the prime minister too, has served to the institutionalisation of his/her personal political power.

Özet

Güçler ayrılığı, kapitalist üretim biçiminin erken döneminin siyasal düzenini ifade eden bir tarihsel olgudur. Merkezi ulusal devletlerin ortaya çıkması ile birlikte güçler ayrılığı işlevler ayrılığına dönüşmüş, kapitalizmin gelişim sürecinde güçlenen yürütme, niteliksel olarak birleşen ancak işlevsel olarak ayrışan siyasal iktidarın tek kullanıcısı haline gelmiştir. Aynı siyasal düzen içindeki farklı siyasal sistemlerde, farklı isimlerle adlandırılan siyasal özneler, yürütme içi güç ilişkilerine göre siyasal iktidarın tek kullanıcısı olmuştur. Başbakan da bu siyasal öznelerden biridir. Başbakanın yürütme içinde güçlenmesi, İngiltere'de 17.yüzyıl'da üretim biçiminin değiştiği, ekonomik yapının yeni şekil aldığı bir dönemde; Kralın danıştığı en önemli organlardan biri olan kabinenin, güçlenen ve nitelik değiştiren parlamento karşısında aldığı yeni biçimde, önce Kralın yakınındaki kişi olarak onun bakanlarının başı (chief minister) daha sonra Kralın iktidarının zayıflaması ile beraber yeni ekonomik ve siyasal düzenin yürütmesinin birliğini temsil eden kişi(prime minister) olarak ortaya çıkmasıyla olmuştur. Başbakana bağlı yönetsel örgütlenmenin büyümesi ise, kişisel siyasal iktidarının kurumsallaşmasını sağlamaktadır.
