The Role of International Organizations in Disaster Response: The 1999 Marmara Earthquake Case

Abstract

This study discusses emergency management and the role of international organizations within the framework of the 1999 Marmara Earthquake from a critical point of view with respect to public administration. For this purpose, after Turkish national disaster management system is briefly analyzed with all its legal and institutional aspect, the past experiences of international response operation are discussed. The study also seeks to set forth how legal regulations were reflected on the practice by giving examples of successful implementations and/or challenges. Besides, the study argues the functioning of the system and dysfunctional aspects of the system in the light of information obtained from organizations which participated in disaster response during the 1999-Marmara Earthquake. The case study is composed of two fundamental parts; the workshop with domestic and foreign institutions, which actively participated in the disaster management during the 1999 Marmara Earthquake, and the survey. The study, on the basis of these data, focuses on the problems faced by these institutions during disaster response, how they managed to overcome these problems, and the difficulties they encountered with implementation.

Özet

Çalışmada, kamu yönetimi bakış açısından afetlere müdahale ve müdahalede uluslararası örgütlerin rolü, 1999-Marmara Depremi örneğinde incelenmektedir. İlk olarak Türkiye’de afet yönetim sisteminin yasal ve kurumsal boyutları özetle ortaya konulduktan sonra, geçmişteki uluslararası müdahale operasyonlarından edinilen tecrübeler, yasal düzenlemelerin uygulamaya nasıl yansıdığı, başarılı uygulama örnekleri veya güçlükler belirlenmeye çalışılmış, 1999-Marmara Depremi örneğinde sistemin işleyişi, aksayan yönleri, iyi işleyen tarafları, müdahale aşamasına katılan kuruluşlardan edinilen bilgiler etrafında tartışılmıştır. Çalışmanın iki temel ayağı vardır; 1999-Marmara Depreminin müdahale aşamasına katılan yerli ve yabancı kurumlarla yapılan çalıştay ve anket araştırması. Bu veriler kullanılarak çalışmada müdahale aşamasında görev alan bu kurumların karşılaştıkları sorunlar ve geliştirdikleri çözümler ve çözüm önerileri üzerinde durulmuştur.
