The construction of citizenship in divided societies: A conceptual framework

Abstract
In this analysis a conceptual framework for constructing citizenship that might be applied in divided societies is proposed: "Secular-constitutional citizenship at national scale ". The basic premise of this framework can be explained as follows, eth-no-religious/sectarian based identity/membership and representation not only preclude the perception of a political society comprising of citizens with equal rights, who are devoted to common national objectives, but also deepen the social fragmentation. However, if an identity and representation based on national secular-constitutional citizenship ties can be ensured, then the deadlock of ethno-religious based identity will be overcome. The crises of governability and politics in divided countries. The crises of governability and of politics in divided countries that emerge as an outcome. of such sense of partial belonging can be overcome by building up a secular public sphere purified from the sense ofpartial belonging. That is to say, the threat of conflicts and struggles in such politico-social structures can be prevented.

İncelemede bölünmüş toplumlarda uygulanabilecek yurttaşlığın inşasına yönelik olarak kavramsal bir çerçeve önerildi: "Ulusal ölçekli laik-anayasal yurttaşlık". Bu çerçevenin ana hatları şöyle açıklanabilir. Etnik-dinsel/mezhepsel ölçekli aidiyet/mensubiyet ve temsiliyet, ortak ulusal amaca bağlı ve eşit haklara sahip yurttaşlardan oluşan bir siyasi topluluk algılayışının yolunu kapatmakta ve toplumsal bölünmüşlüğü derinleştirmektedir. Halbuki, ulusal ölçekli laik-anayasal yurttaşlık bağları üzerine inşa edilecek bir aidiyet ve temsiliyet sağlanabilirse, din, mezhep, etnisite bağlılıkları gibi kimlikler üzerine inşa edilmiş olan aidiyet ve temsiliyetin açmazları da ortadan kalkabilir; tikel aidiyetlerden arınmış seküler bir kamusal alanın inşası ile, bu tikel aidiyetlerin sonucu olarak ortaya çıkan bölünmüş toplumların siyaset ve yönetim krizlerinin önüne geçilebilir. Böyle bir siyasal-toplumsal yapıda doğal olarak var olan kimlik-sel ölçekli tikel aidiyetlerden kaynaklanan çelişki ve çatışma tehlikesi de önlenebilir.
