Abstract

A large number of Turkish-Tatar people immigrated to Turkey from Dobruja region, which was left to Romania in accordance with the relevant articles of the Berlin Treaty that was signed at the end of the 1877-1878 Ottoman-Russian war. As a result of this war, the Dobruja region, which has been home to Turkish tribes since the 13th century and has been at the center of continuous migration movements in the North-South axis, has witnessed the intensive relocation of Turks and Tatars. Since there is no healthy census regarding the number of the Turkish and Tatar populations that migrated to Anatolia in this period, the numbers differ greatly in Turkish and Romanian sources. The fact that 80-90 thousand Turks and Tatars came and settled in Edirne and its surroundings in 1880 gives sufficient indication about the size of the number of immigrants. Although the main cause of migration is military defeat of the Ottomans, the political, economic and cultural homogenization policies of the Romanian administration are other important factors. Extensive colonization of the lands of minorities further accelerated the migration of the land-bound Muslims. This wave of immigration, which continued incrementally between the two world wars, eliminated the Muslim Turkish-dominated demographic structure of Dobruja and the intensity of the Romanian population increased in the region. On the other hand, the rights in the fields of religion and education that the Romanian state gave to the Muslim minority in Dobruja after 1878 were eroded over time as a result of the nationalist policies implemented. Immigration and those negative policies caused great damage in the Turkish identity and cultural heritage in the region. First the Ottoman State and later its successor Republic of Turkey permanently struggled with the problems of the influx of migrants due to the loss of large territories. Nevertheless, young rulers of Turkey considered this unremitting migration to help increase the scarce population of Anatolia and to develop its industry and agriculture. In this context, the idea of binding irregular and ongoing immigration to a certain calendar and number has emerged. Thus, immigrants accepted every year could be resettled to the regions of the country, considering their professions and handicrafts. At the end of relentless efforts of Turkish and Romanian diplomatic services, the Agreement titled “Dobruca’daki Türk Ahalinin Muhaceretini Tanzim Eden Mukavelename” signed in 1936 brought a discipline and system to the migration from Dobruja to Turkey.

Özet

1877-1878 Osmanlı-Rus savaşı sonucunda Berlin Anlaşması’yla Romanya’ya bırakılan Dobruca’danTürkiye’ye müteakip yıllarda çok sayıda Türk-Tatar soydaş göç etmiştir. 13.yy’dan bu yana Türkkavimlerinin yurt edindiği, Kuzey-Güney ekseninde sürekli göç hareketlerinin merkezinde yer alanDobruca bu savaşın sonucunda bir kez daha Türk ve Tatarların yoğun olarak yer değiştirmesineşahit olmuştur. Bu dönemde Anadolu’ya göç eden Türk ve Tatar sayısı sağlıklı bir nüfus sayımıyapılamadığı için Türk ve Romen kaynaklarında büyük farklılık göstermektedir. 1880’de Edirneve civarına 80-90 bin soydaşın yerleşmesi göç edenlerin sayısının büyüklüğüne dair yeterli işaretvermektedir. Göçün temel nedeni askeri yenilgi olmakla birlikte, Romenlerin siyasi, ekonomik vekültürel homojenizasyon politikaları diğer önemli etkenlerdir. Azınlıkların topraklarının geniş çaplıkolonizasyonu geçimleri toprağa bağlı soydaşların göçünü daha da hızlandırmıştır.İki dünya savaşı arasında artarak devam eden göç dalgası, Dobruca’nın Müslüman Türk yoğunlukludemografik yapısını ortadan kaldırmış, bölgedeki Romen nüfus ağırlığı artmıştır. Öte yandan, Romendevletinin Dobruca'daki azınlığa tanıdığı din ve eğitim alanlarındaki haklar uygulanan milliyetçipolitikalar neticesinde zaman içerisinde aşındırılmıştır. Göç ve söz konusu olumsuz uygulamalarbölgedeki Türk kimliği ve kültürel mirasında büyük tahribata sebep olmuştur.Sürekli göç alan Osmanlı Devleti ve mirasçısı Türkiye Cumhuriyeti göçmen akınlarının yarattığısorunlarla mücadele etmiş olmakla birlikte, genç Türkiye yöneticileri göçü Anadolu’nun nüfusunuartırma, sanayi ve tarımını geliştirmede önemli bir araç olarak da değerlendirmişlerdir. Neticede,düzensiz ve artan ivmeyle süregelen göçleri belirli bir takvim ve sayıya bağlamak fikri ortayaçıkmıştır. Böylece, göçmenler ülkenin ihtiyaç duyulan bölgelerine meslek ve zanaatlarına göre iskânedilebilecekti. 1936 tarihli Dobruca’daki Türk Ahalinin Muhaceretini Tanzim Eden Mukavelename,Dobruca’dan Türkiye’ye göçleri bir düzene bağlamıştır.
