THE SHORT STORY OF 1909 SPIRITS LAW: AN ANALYSIS OF PRODUCER-STATE RELATIONS AND ECONOMIC DEPENDENCE PROBLEM IN THE OTTOMAN EMPIRE

Abstract

Grape production showed an export oriented development in the 19th century Ottoman Empire as a result of the incorporation into capitalist world economy and free trade agreements signed at that period. In parallel to rising foreign demand, grape production increased significantly. However, the Ottoman grapery experienced a crisis with the decrease of grape exportation by the 1890s. In this environment, the grape growers who could not export their products applied to the authorities to solve their problems. The grape growers’ applications, which intensified between the years of 1893 and 1894, revived after 1908. The advent of the second constitutional era motivated the local Ottoman producers to express their demands as it gave a new stimulus to many social movements. The Spirits Law of 1909 is significant in terms of meeting these demands by the government. It aimed to promote the use of local grapes by limiting the importation of spirits. In this context, the Spirits Law of 1909 can be evaluated as a reflection of the national economy policy. The social movements of the second constitutional era, which made propaganda for the use of “national” products and also called for the boycott of foreign imported products, were important in the rise of national economy policy. Another striking point regarding the Spirits Law of 1909 is that the law was brought to the agenda of the parliament shortly after its adoption and its implementation was postponed with the request of the Ottoman government this time. It is understood that the protests of foreign governments compelled the Ottoman government to pull back since the government could not bear the consequences of sanctions which would be imposed by foreign powers. This situation clearly shows that the issue of economic independence became a huge problem for the Ottoman State. From this point of view, the Spirits Law illustrates how the economic dependence of the Ottoman Empire disrupted its political independence.

19. yüzyılda Osmanlı İmparatorluğu’nun kapitalist dünya ekonomisine eklemlenmesi ve imzaladığıserbest ticaret anlaşmalarının sonucu olarak üzüm üretimi ihracat odaklı bir gelişim sergilemiştir.Artan dış talebe paralel bir şekilde üzüm üretiminde ciddi artışlar yaşanmıştır. Fakat dış talebebağlı olarak gelişen Osmanlı bağcılığı 1890’lara gelindiğinde ihracat olanaklarının daralmasısonucu büyük krizlerle karşılaşacaktır. Bu ortamda, ürünlerini ihraç edemeyen üzüm üreticilerinindevlete başvurarak durumlarına çözüm getirmesi yönünde taleplerde bulunduklarını görmekteyiz.1893-1894 yılları arasında yoğunlaşan üzüm üreticisi başvurularının, 1908 sonrasında yenidencanlandığını tespit etmekteyiz. İkinci Meşrutiyet pek çok toplumsal hareketi canlandırdığı gibi ithalmalların rekabeti karşısında tutunmakta zorlanan Osmanlı üreticilerini de harekete geçirmiştir.1909 yılında kabul edilen İspirtolar Kanunu da üreticilerden gelen bu taleplerin devlet katındakarşılık bulması açısından önem arz etmektedir. Söz konusu düzenleme uyarınca ispirto İthalatısınırlanarak, yerli üzümlerin kullanımı teşvik edilmeye çalışılmıştır. İspirtolar Kanunu, bu özelliğiile milli iktisat anlayışının yansımasını bulduğu bir metindir. İkinci Meşrutiyet döneminin “milli”ürünlerin kullanılması ve ithal ürünlere boykot uygulanması çağrısı yapan hareketleri, milli iktisatdüşüncesinin uyanışı açısından oldukça önemlidir. Kanun ile ilgili dikkati çeken diğer husus ise kabuledildikten kısa bir süre sonra tekrar meclis gündemine getirilmesi ve hükümetin talebiyle bu seferuygulanmasının tehir edilmesidir. Öyle anlaşılmaktadır ki Osmanlı Hükümeti yabancı devletlertarafından uygulanabilecek yaptırımların sonuçlarına katlanamayacağı için, bu güçlerin itirazlarıkarşısında geri adım atmak durumunda kalmıştır. Bu durum, iktisadi bağımsızlık meselesinin OsmanlıDevleti açısından ne kadar büyük bir yara haline geldiğini çok açık bir biçimde ortaya koymaktadır.Bu açıdan İspirtolar Kanunu, Osmanlı İmparatorluğu’nun iktisadi bağımlılığının siyasi bağımsızlığınıda sekteye uğrattığının önemli bir örneğini oluşturmaktadır.
