Abstract
The purpose of the present study is to reveal what kind of system the correspondence course is, which has a controversial place in Turkey’s teacher education history. It was suggested that teacher training by correspondence course was initiated in 1974 by the government of the period in order to grant higher education to the students waiting to obtain the right to get a university degree, and in this context, it started to be implemented at the schools affiliated to the national education system. Teacher training by correspondence course was carried out by the Center of Correspondence School, which was established in 1974. The Center was established under the Ministry of National Education in an attempt to assist and provide non-formal education to all educational institutions of all degrees. With the introduction of the Non-formal Higher Education Institution (NHEI/YAYKUR) in 1975, teacher training by correspondence school was transferred to this institution. As of 1976, on the other hand, a move was made in an attempt to terminate this system by stopping to accept students for the correspondence school system. The correspondence course education institutes were carried out at the Girls’ Technical Higher Teacher Training School, the Boys’ Technical Higher Teacher Training School, and the Commerce and Tourism Higher Teacher Training School. It turned out that there was no difference between the curriculum followed by the formal education students of these schools and the curriculum to be followed by the correspondence course students. However, the correspondence course was carried out differently from the formal education; students’ theoretical teaching was provided with the lecture notes sent to them, and the summer practices were carried out in the summer months with the coordination of advisors at the education institutions where the students were registered. The summer practices were the face-to-face teaching activities implemented by the student within related to their fields of study. During the process of the implementation of the correspondence course, various problems occurred, the lecture notes reached the students late, and sometimes the erroneous lecture notes were sent to the students. The students registered in the system made complaints about this situation. Furthermore, students also expressed their complaints about the examination procedure. Furthermore, various criticisms were raised in both newspapers and the parliament about teacher training by correspondence, and there were some people who stated that it was not the right thing to do in terms of teacher education. The opinions of those who defended the system as well as those who criticized it were published in the newspapers.

Mevcut çalışmanın amacı, Türkiye’nin öğretmen yetiştirme tarihinde tartışmalı bir yere sahipolan mektupla öğretmen yetiştirmenin nasıl bir sistem olduğunu ortaya koymaktır. Mektuplaöğretmen yetiştirmenin, 1974 yılında dönemin hükümeti tarafından üniversite kapısında bekleyenöğrencilere yükseköğrenim hakkı vermek amacıyla başlatıldığı öne sürülmüş ve bu bağlamdamilli eğitime bağlı okullarda uygulamaya başlanılmıştır. Mektupla öğrenimi 1974 yılında kurulanMektupla Öğretim Merkezi yürütmüştür. Merkez, mektupla öğretim yapan her derecedeki öğretimkurumlarına yardımcı olmak ve yaygın öğretim yapmak amacıyla Milli Eğitim Bakanlığına bağlıolarak kurulmuştur. 1975 yılında Yaygın Yükseköğretim Kurumunun (YAYKUR) faaliyete geçirilmesiile birlikte mektupla öğretim buraya devredilmiştir. 1976 itibariyle ise mektupla öğretime öğrencialınmayarak bu sistemin bitişi yönünde bir hamle yapılmıştır.Mektupla öğretim; eğitim enstitüleri, Kız Teknik Yüksek Öğretmen Okulu, Erkek Teknik YüksekÖğretmen Okulu, Ticaret ve Turizm Yüksek Öğretmen Okulunda yürütülmüştür. Bu okulların örgünöğretim öğrencilerinin takip ettikleri müfredat ile mektupla öğretim öğrencilerinin takip edeceklerimüfredat arasında bir farklılık olmamıştır. Ancak mektupla öğretim örgün eğitimden farklı birşekilde yürütülmüş, öğrencilerin teorik öğretimleri onlara gönderilen ders notları ile sağlanmış, yazaylarında ise öğrencilerin kayıtlı oldukları kurumlarda danışman öğretmenleri koordinasyonuyla yazuygulamaları gerçekleştirilmiştir. Yaz uygulamaları, öğrencilerin kendi alanları ile ilgili yazın yüz yüzegerçekleştirilen öğretim faaliyetleridir.Mektupla öğretimin ders notları gönderiminde aksaklıklar ortaya çıkmış, ders notları bazenöğrencilere geç ulaşmış, bazen de öğrencilere hatalı notlar gönderilmiştir. Sisteme kayıtlı öğrencilerbu durumdan mağdur olduklarını dile getirerek dönemin gazetelerine çeşitli şikâyet mektuplarıgöndermişlerdir. Ayrıca hem gazetelerde, hem de mecliste mektupla öğretim ile alakalı çeşitlieleştiriler yapılmış, öğretmen eğitimi açısından doğru olmadığı yönünde fikir beyan edenlerolmuştur. Sistemi eleştirenlerin olduğu gibi savunanların da görüşleri gazetelerde yer almıştır.
