The Application of the Suyurgal System Among the Mongols and the Turkish-Islamic States

Abstract
The word ‘suyurgal’, derived from the word "suyurgamak" in Uighur, denotes a grant or a gift that best wowed by a sovereign. The most evident characteristic of ‘suyurgal’ was the transfer of it by inheritance. Application of ‘suyurgal’ became widespread after the Mongols conquered Iran. The land granted as ‘suyurgal’ was passing to its new holder as a real estate. The ‘suyurgal’ system resulted from the development of the land ownership; that system played an important role in the process of making Azerbaijan, Iran and other neighbouring countries feudal. The ‘suyurgal’ institution became widespread during the period of the Mongols, the Timurids, the Qara-Qoyunlu and the Aq-Qoyunlu. As for the reign of the Safawids, they set a limit to that system and the "tiyul" took its place.
Özet
Uygurca'da suyurgamak sözünden alınan suyurgal kelimesi, hükümdarın bir kimseye bağış ya da hibede bulunmasıdır. Suyurgalın belirgin olan özelliği irsen intikal etmesidir. Suyurgal uygulaması Moğollar'ın İran'ı ele geçirmelerinden sonra oldukça yaygınlaşmıştır. Suyurgal olarak verilen arâzi mülk olarak şahsa geçmekte idi. Suyurgal sistemi, toprak sahipliğinin gelişmesi sonucu ortaya çıkmış, Azerbeycan, İran ve komşu ülkelerin feodalleşme sürecinde önemli rol oynamıştır. Suyurgal müessesesi Moğollar, Timurlular, Kara-Koyunlular ve Ak-Koyunlular döneminde yaygın olarak kullanılmıştır. Safevîler döneminde ise bu müesseseye sınırlandırılma getirilerek yerini tiyul almıştır.
