The Activities of English Consuls in Cyprus between (1839-1856)

Abstract
The archive documents on the consulates who worked in the Ot-toman Empire within the framework of commercial capitulations that were privileged to England yield the possibility of a multi dimensional analysis of the relations between the two states. Exceeding their privileges in commerce and law, the consulates, whose duty was confined to the frame of commercial relations, interfered with the internal affairs of the Empire. The consulates of England interfered with the internal affairs of Ottoman Em-pire in the 19th century, exploiting the sensitive situation that emerged with the declaration of the political reforms called the Tanzimat Firman. These interferences were observed in the fields of economy, finance, administration and law. Since the political plans of England contained a face to face interaction with both social groups and individuals, the activities of the consulates in-vestigated in the Cyprus sample present crucial details regarding the styles and means of the implementation of the political plans of England on the Ottoman Empire The aim of this study is to reveal how the English consulates in-terfered with the internal affairs of the Ottoman Empire in Cy-prus by analyzing and referring to the Ottoman Archive Docu-ments and Cyprus Şer' iyye Records

Osmanlı Devleti tarafından İngiltere'ye verilen ticarî imtiyazlar ile Osmanlı ülkesinde görev yapan konsoloslarla ilgili arşiv vesikaları, iki devlet arasındaki ilişkileri çok boyutlu inceleme imkânı sunar. Esas görevleri ticari ilişkiler çerçevesinde tanımlanmış olmasına rağmen konsoloslar, ticarî ve hukukî imtiyazlarının dışına çıkarak devletin iç işlerini ilgilendiren konularda aktif tavır almışlardır. İngiltere konsolosları, özellikle Osmanlı Devleti'nde XIX. yüzyılın ikinci yarısında, Tanzimat Fermanı'nın ilânı ile ortaya çıkan hassas vaziyeti istismar ederek devletin iç işlerine müdahalelerde bulunmuşlardır. Bu müdahaleler, ekonomik, malî, idarî ve hukukî alanlarda ortaya çıkmıştır. Kıbrıs özelinde incelenen konsolos faaliyetleri, İngiltere'nin Osmanlı üzerindeki politikalarının taşrada, birebir mahalli zümre ve kişilerle temasını içerir ve bu politikaların sahada tatbik usullerini ve vasıtalarını gösteren önemli ayrıntılar sunar
