An Evaluation on Local Governments in the Context of Urban Sustainability, Resilience and Combating Climate Change

Kentsel Sürdürülebilirlik, Dirençlilik ve İklim Değişikliğiyle Mücadele Bağlamında Yerel Yönetimler Üzerine Bir Değerlendirme

Abstract

The rapid urbanization phenomenon experienced in the Anthropocene era and the activities carried out in cities cause climate change and create problems in the context of urban sustainability and resilience. Cities are most affected by the negative environmental, economic and social consequences due to climate change. The future of cities depends on their capacity to combat climate change. The aim of this study is to evaluate the importance and roles of local governments in the context of urban sustainability, resilience and combating climate change. In the study, it was concluded that local governments are the most appropriate administrative level in providing sustainable settlements and combating climate change. Another important conclusion reached in the study is that the policies, strategies and actions to be developed with an integrated approach, taking into account local conditions, are determinative in ensuring urban resilience and sustainability against climate-related disasters.

Özet

Antroposen çağda yaşanan hızlı kentleşme olgusu ve kentlerde gerçekleştirilenfaaliyetler iklim değişikliğine neden olmakta, kentsel sürdürülebilirlik ve dirençlilikbağlamında sorunlar ortaya çıkarmaktadır. İklim değişikliğine bağlı olumsuzçevresel, ekonomik ve sosyal sonuçlardan en fazla kentler etkilenmektedir. Kentleringeleceği iklim değişikliğiyle mücadele edebilme kapasitelerine bağlıdır. Buçalışmanın amacı; kentsel sürdürülebilirlik, dirençlilik ve iklim değişikliğiylemücadelede bağlamında yerel yönetimlerin öneminin ve rollerinindeğerlendirilmesidir. Çalışmada, sürdürülebilir yerleşimlerin sağlanması ve iklimdeğişikliğiyle mücadelede yerel yönetimlerin en uygun idari kademe olduğu sonucuelde edilmiştir. İklimle ilişkili afetlere karşı kentsel dirençliliğin ve sürdürülebilirliğinsağlanmasında, yerel koşullar göz önünde bulundurularak bütünleşik yaklaşımlageliştirilecek politika, strateji ve eylemlerin belirleyici olduğu çalışmada ulaşılan birdiğer önemli sonuçtur.
