Two Periods One Issue: The Similarities and Differences of Party-Presidential System in Turkey Politics in the Second Half of 1940s and 2010s

Abstract
The referendum held on April 16, 2017 initiated a new era in the Turkish political system by providing a constitutional basis for the party-presidency. Today, the issue continues to be questioned in terms of the advantages and disadvantages observed in practice. President’s party membership, was a highly debated issue of the politics of Turkey during the second half of the 1940s when the multi-party political life began. The fact that President İsmet İnönü was also the chairman of the ruling Republican People’s Party led to the criticism of the opposition. The Democratic Party, which was established at the beginning of 1946, questioned this situation and constantly kept on the agenda the problems that it would create in terms of the opposition’s struggle and pursued a policy to separate the president and the party. In this study, first of all, in order to understand the structure that makes the President effective, the powers of the President in the 1924 Constitution and the powers stemming from the CHP leadership were emphasized. Afterwards, an evaluation basis was reached by putting forward the arguments of the Democratic Party and the counter arguments and moves of the Republican People’s Party. Then, at the very beginning of the multi-party life, in the second half of the 1940s, the course of the party presidency and the course of the presidential government system in the second half of 2010 were compared and some conclusions were reached.

16 Nisan 2017 tarihinde gerçekleştirilen referandum, Partili cumhurbaşkanlığına Anayasal temel sağlamak suretiyle, Türk siyasal sisteminde yeni bir dönem başlatmıştır. Halen mesele, pratikte gözlenen avantaj ve dezavantajlar bağlamında sorgulanmaya devam etmektedir. Cumhurbaşkanının parti mensubiyeti, çok partili hayatın başladığı 1940’ların ikinci yarısında da Türkiye siyasetini meşgul etmiş bir tartışmadır. Dönemin Cumhurbaşkanı İsmet İnönü’nün aynı zamanda iktidardaki Cumhuriyet Halk Partisi (CHP)’nin genel başkanı olması, muhalefetin eleştirisine yol açmıştır. 1946 başında kurulan Demokrat Parti (DP), bu durumu sorgulamış, iktidar muhalefet mücadelesi bakımından yaratacağı sorunları sürekli gündemde tutmuş, Cumhurbaşkanı ile parti başkanlığının ayrıştırılması yönünde bir politika izlemiştir. Çalışmada, öncelikle Cumhurbaşkanını etkili kılan yapıyı anlamak için, 1924 Anayasası’nda belirlenmiş Cumhurbaşkanı yetkileri ve CHP Genel Başkanlığından kaynaklı yetkiler üzerinde durulmuştur. Ardından DP’nin meseleye dair argümanları ve CHP’nin karşı argüman ve hamleleri ortaya konmak suretiyle bir değerlendirme zeminine varılmıştır. Devamında, çok partili hayatın henüz başında, 1940’lı yılların ikinci yarısında, partili cumhurbaşkanlığına ilişkin gidişatla, 2010’lu yılların ikinci yarısında, Cumhurbaşkanlığı Hükümet Sistemine gidişat arasında paralellik kurulup kurulamayacağına dair çıkarımlarda bulunulmuştur.
