INVESTIGATION AND ASSESSMENT OF THE SHARE OF ALLOCATIONS FOR SOCIAL AID IN THE GENERAL BUDGET OF TURKEY: ANALYSIS OF THE YEAR 2016

Abstract

The concept of “social service” which has currently been at the top of the agenda in developing and under-developed countries, gradu- ally has taken place all around the world. The primary reason of this is the existence of poorer segment within a society by which the surplus value produced is not accrued proper enough in comparison with the other segments. The violence of poverty increases in an environment where the notion of “justice” could not be promoted and that violence, changing its form, becomes chronic. In this sense, the states carry out economic policies which secure the justice concerning on income distri- bution and execute certain social aid activities to support those who cannot meet their needs. The poor people are not left to the mercy of the society but their basic needs are met through these activities by States. Both public bodies and private sector are included in family and social service activities; but the main role with respect to those activities be- longs to “public bodies”. This mission was given to the Ministry of Fa- mily and Social Policies which was established in 2011 via Governmen- tal Decree Nr. 633. The social service activities of general budget insti- tutions and of local administrations are also mentioned in the relevant chapters of the study. On the other hand, this study was based on the social service activities organized by the Ministry of Family and Social Policies because those aforesaid institutions and administrations do no conduct social service activities organized throughout the whole country as their fundamental duty as opposed to the Ministry. The data of the activities organized by the general budget of the Ministry of Family and Social Policies were taken as the basis and it was inferred that the ratio of social aid within the general budget in 2016 is 3,1 %. In the first chapter of the study, general notions in regard to social service; in the second chapter of the study the social service activities carried out in our country and lastly the study was completed with evaluations on sub- ject matter in the third chapter.

Özet

Günümüzde daha çok gelişmemiş ülkeler ile gelişmekte olan ülke-lerde gündeme gelen sosyal hizmet kavramı artık tüm dünyada kendineyer bulmaktadır. Bunun başlıca nedeni her ülkede, üretilen katma değer-den payına diğerlerine göre daha az düşen yoksul bir grubun bulunması-dır. Gelir dağılımında adaletin sağlanamadığı ortamlarda yoksulluk şid-detini arttırmakta ve şekil değiştirerek daha da kronik hale gelmektedir.Bu durumda devletler gelir dağılımında adaleti sağlayıcı ekonomi politi-kaları izlemekte ve ihtiyaçlarını karşılayamayan kişilere destek sağlayıcıbir takım sosyal yardım faaliyetleri yürütmektedir. Bu faaliyetlerle yok-sul kişiler toplumun insafına terk edilmeyerek, devlet eliyle temel ihti-yaçları karşılanmaya çalışılır. Aile ve sosyal hizmet faaliyetlerine hemkamu kesimi hem de özel kesim katılmakla birlikte, bu konuda esas rolkamunundur. Ülkemizde bu görev 2011 yılında 633 sayılı Kanun Hük-münde Kararname ile kurulan Aile ve Sosyal Politikalar Bakanlığınaverilmiştir. Çalışmanın ilgili kısımlarında genel bütçe içerisinde bulunupda sosyal hizmet alanında faaliyet yürüten kurumlar ile yerel yönetimlerin yürüttüğü faaliyetlere de yer verilmiştir; ancak bu kurumlar faaliyet-lerini adı geçen bakanlık gibi ülke çapında organize olmuş bir şekildeasli görevleri olarak yürütmediğinden, çalışmanın temelini Aile ve Sos-yal Politikalar Bakanlığının organize ettiği sosyal hizmet faaliyetlerioluşturmaktadır. Çalışmada Aile ve Sosyal Politikalar Bakanlığının ge-nel bütçe vasıtasıyla organize ettiği faaliyetlerin verileri esas alınarak,2016 yılında Türkiye’de genel bütçe içerisinde sosyal yardımlara ayrılanpayın % 3,1 olduğu sonucuna ulaşılmıştır. Çalışmanın birinci bölümündesosyal hizmet ile ilgili temel kavramlara, ikinci bölümünde ülkemizdekisosyal hizmet faaliyetlerine, üçüncü bölümünde ise konu ile ilgili değer-lendirmeler yapılarak çalışma tamamlanmıştır.
