(A NEW APPROACH IN TAXPAYER RIGHTS AND TAX SUPERVISION: INVITATION TO EXPLANATION)

MÜKELLEF HAKLARI VE VERGİ DENETİMİNDE YENİ BİR YAKLAŞIM: İZAHA DAVET MÜESSESESİ

Abstract

With the re-enactment of the article 370 of the Tax Procedure Law No: 213 with the Law No: 6728 dated 7/15/2016, a new institution was designed in the tax system named as “invitation to explanation”. This new institution, considered as a new approach in taxpayer rights and tax supervision, will be launched on September 1st, 2017. It is expected that the institution will increase voluntary compliance, prevent unnecessary tax investigations, increase efficiency in tax auditing and reduce tax administration-taxpayer disputes

Özet

213 sayılı Vergi Usul Kanunu'nun 370. maddesinin 15/7/2016 tarihli 6728 sayılı Kanun ile yeniden düzenlenmesiyle "izaha davet" adıyla vergi sisteminde yeni bir müessese ihdas edilmiştir. 01.09.2017 tarihi itibariyle uygulamasına başlanacak olan izaha davet müessesesini mükellef hakları ve vergi denetiminde yeni bir yaklaşım olarak değerlendirmek mümkündür. Müessesenin, vergiye gönüllü uyumu artırması, gereksiz vergi incelemelerini önlemesi, vergi denetiminde etkinliğin artması, idaremükellef uyuşmazlıklarını azaltması beklenmektedir
