Run of River Hydroelectrical Power Plants (HPPs)'s Caused Problems and Studies of Rehabilitation: Sample of Trabzon City

Abstract
The main sources used in electricity generation are coal, oil, natural gas and dams. In recent years, to diversify the environmental friendly energy, increasing the river type hydropower plants (HPPs) is encouraged by the state. Also, it is important that HPPs basin hydroelectric projects constitutes serious changes in the nature of natural forests and pastures. In terms of maintaining the sustainable ecosystem of the nature, it is very crucial that to plan rehabilitation of the area, bringing back to its natural features and improving the living environment. Because of having heavy rainfalls in every season and fast and high flow rivers, the Eastern Black Sea region has a greater potential to have HPPs. Trabzon is ranked the first in in Turkey by being implemented about 124 HPPs in the region. In the study, the HPPs existing in Trabzon were examined and necessary information and documents from the relevant institutions were collected. The impacts of pre and post construction of HPPs and the excavation and erosion in river basins on the aquatic life were determined and some suggestions were made.
Özet
Elektrik enerjisi üretiminde kullanılan ana kaynaklar kömür, petrol, doğal gaz ve barajlardır. Son yıllarda çevre ile barışık enerji çeşitliliğinin artırılması için rüzgâr ve nehir tipi hidroelektrik santrallerinin (NT-HES) kurulması ve işletimi kamunun yanı sıra, 3096 ve 4628 sayılı kanunların yürürlüğe girmesiyle de özel sektörün enerji üretimi devlet tarafından teşvik edilmektedir. NT-HES projeleri, akarsu havzasının doğal niteliğinin ciddi şekilde değişikliğine zemin oluşturmaktadır. Niteliği değişen alanların planlı rehabilitasyonu, doğal özelliklerinin geri kazandırılması ve yaşam ortamlarının iyileştirilmesi sürdürülebilir ekosistem açısından önemlidir. Her mevsim yağış alması, hızlı ve yüksek debiye sahip akarsuların bulunması nedeniyle Doğu Karadeniz Bölgesi'nin, NT-HES yapılabilirliği konusunda ki potansiyeli yüksektir. Trabzon, yürütülen/yürütülmekte olan 124 NT-HES projesi ile bölgede ve Türkiye'de ilk sırada yer almaktadır. Bu çalışmada; Trabzon'daki mevcut NTHES'lerde gözlem ve incelemeler yapılmış, ilgili kurum ve kuruluşlardan gerekli bilgi ve belgeler toplanmıştır. NTHES'lerin inşaat aşaması ve sonrasındaki çalışmalarına yönelik tespitler yapılmış, akarsu havzalarındaki hafriyatların ve erozyonun sucul yaşam üzerindeki etkilerinin neler olabileceği ortaya konulmuş ve bazı önerilerde bulunulmuştur.
