OECD APPLICATIONS IN THE TAXATION OF DIGITAL ECONOMIES AND COMPARISON OF TURKEY

Abstract
The aim of this study is; Examination of the general features of digital services tax be implemented starting from 1 March 2020 Turkey and compared to the UK, Italy, Spain and France from OECD countries. In the study, compilation and document review methods were used. No common practice has been adopted for digital service taxes, which have been raised in recent years; each country has evaluated and implemented them within its own tax structure. The rates of the Digital Services Tax, which is introduced for the purpose of taxing online markets, vary by country. The UK has the lowest tax rate at 2%, while Spain, Italy and France have 3%. Turkey has the highest digital service tax rate with 7.5%. The most important reason why the tax rate applied in Turkey is higher than in other countries is that digital services cannot be taxed under existing tax laws and there is a lot of tax loss in this area. Digital Services Tax is a new tax that has entered the country’s tax systems, and the effectiveness of this tax will be understood in the future. It is generally considered in the practices of the countries studied that these countries will comply with OECD practices if the action plans that the OECD will implement are completed. The taxes imposed by these countries almost bear the impression of temporary taxes.
Özet
Bu çalışmanın amacı; Türkiye’de 1 Mart 2020 tarihinden itibaren uygulanmayabaşlanan dijital hizmet vergisinin genel özelliklerinin incelenmesi ve OECDülkelerinden İngiltere, İtalya, İspanya ve Fransa ile karşılaştırılmasıdır.Çalışmada, konuya ilişkin derleme ve doküman incelemesi yöntemlerindenfaydalanılmıştır. Son yıllarda gündeme gelen dijital hizmet vergileriiçin ortak bir uygulama benimsenmemiş; her ülke kendi vergi yapısıiçerisinde değerlendirmiş ve uygulamaya koymuştur. Çevrimiçi pazarlarınvergilendirilmesi amacına yönelik olarak uygulamaya konan Dijital hizmetvergisinin oranları ülkelere göre farklılık göstermektedir. İngiltere %2 ileen düşük vergi oranına sahip ülke iken; İspanya, İtalya ve Fransa’da ise buoran %3’tür. %7,5 ile en yüksek dijital hizmet vergisi oranına sahip ülkeTürkiye’dir. Türkiye’de uygulanan vergi oranının diğer ülkelere göre dahayüksek olmasının en önemli nedeni; dijital hizmetlerin mevcut vergi kanunlarıçerçevesinde vergilendirilememesi ve bu alanda çok fazla vergi kaybınınyaşanmasıdır. Dijital hizmet vergisi ülke vergi sistemlerine girmiş yeni birvergi olup, bu verginin etkinliği ilerleyen dönemlerde anlaşılacaktır. İncelenenülke uygulamalarında genel olarak düşünülen OECD’nin uygulamaya koyacağıeylem planlarının tamamlanması halinde bu ülkelerin OECD uygulamalarınauyacağı yönündedir. Bu ülkelerin uygulamaya koydukları vergiler adeta geçicivergi izlenimi taşımaktadır.
