An Example of the Application of Follow-Up Plugin the Early Years of the Republic: The Inclusion of Militia Captain Haydar Erkut in the Voucher and His Defence Report

Abstract
As a militia commander in the National Struggle, Haydar Erkut has shown great usefulness in Ayvalık and Manisa districts,in the First and Second Steppe Rebellions of Konya, in suppressing the riot movements that are being prepared in the center of Konya andin the capture of Delibaş, the leader of the rebellion, dead. For this reason, he was eventually promoted to the Captain rank. After the National Struggle, he was appointed to the Smuggling Intelligence Agency by the Customs and Inhisar Agency. Afterwards, he was transferred to the Mugla and Istanbul Customs Chief Protection Directorate Presidency of The Commission of Inquiry. However, with an accusation that “he followed the policy of dismissing the government authority”,he was included in the Konya (Ilgın district) number 19 voucher, his movements were followed. With receipt of the plug application,he will always be looked after as a criminal in all his places of duty, and all the work he does will be met with suspicion.Haydar Erkut stated that his inclusion in the voucher was not based on any evidence other than an unsubstantiated tip or complaint and denied all charges. In his defense, he submitted a report explaining his services in the National Struggle and some important documents in his additional files. He claimed that being accused of such a claim as a person of Independence Medal was a great injustice and demanded that he was removed from the tracking application. Here in this study; the report registered in the file of 35074-12272-384 in the Archives of the General Directorate of Security will be evaluated. The documents examined in the file are a good example of how the application of being included in the voucher is made, as well as it is extremely important due to some information it gave about the rebellions in Konya.

Haydar Erkut, Millî Mücadele’de milis komutanı olarak; Ayvalık ve Manisa mıntıkalarında, Konya’nın Birinci ve İkinci Bozkır isyanlarında, Konya merkezinde hazırlanmakta olan isyan hareketlerini bastırılmasında ve isyanın lideri olan Delibaş’ın ölü olarak yakalanmasında büyük yararlıklar göstermiştir. Bu sebeple kendisi fevkalade olarak yüzbaşılığa terfi ettirilmiştir. Millî Mücadele sonrasında; siyasî, sosyal ve kültürel alanda gerçekleştirilen inkılâplardan rahatsız olan ve direnç gösteren muhalif kesime karşı başlatılan istihbarat çalışmaları kapsamında, bazı kuşkulu hareketleri nedeniyle, Konya (Ilgın ilçesi) 19 sayılı fişine dâhil edilerek, hareketleri takip altına alınmıştır. Fiş uygulamasına alınmasıyla birlikte, bütün görev yaptığı yerlerde kendisine hep bir suçlu gibi bakılacak, yaptığı tüm işler şüphe ile karşılanacaktır. Haydar Erkut, kendisinin fişe dâhil edilmesini, asılsız bir ihbar veya şikâyetten başka bir delile dayanmadığını ifade etmiş ve yapılan tüm suçlamaları reddetmiştir. Savunmasında, Millî Mücadeledeki hizmetlerini açıklayan bir raporu ve ekindeki bazı önemli belgeleri araştırılması için sunmuştur. İstiklal Madalyası sahibi biri olarak böyle bir iddia ile suçlanmasının büyük bir haksızlık olduğunu ileri sürmüş ve fiş takip uygulamasından çıkartılmasını talep etmiştir. İşte bu çalışmada; Emniyet Genel Müdürlüğü Arşivi’nde 35074-12272-384 numaralı dosyada kayıtlı bulunan Haydar Erkut’un soruşturma belgeleri değerlendirilecektir. Dosyadaki incelenen belgeler, fişe dahil edilme uygulamasının nasıl yapıldığına güzel bir örnek teşkil ettiği gibi Konya’da yaşanan isyanlarla ilgili de vermiş olduğu bazı bilgiler nedeniyle son derecede önemlidir.
