Abstract
As usual, the English who took the control of Iraq from Ottoman Empire have built the social laws on disintegration and made the Turkmen look like potential reason of the dislocation in Iraq because of the Mosul Question. In addition to this the Turkmen pointed as a target by the English have been exposed to the witch-hunt politics of the regimes in Iraq. Those witch-hunt politics have affected the media organ belonging to the Turkmen negatively. Yet, any post- Ottoman periodicals belonging to the Turkmen couldnt be found until 1961. A lot of newspapers such as Necme (1918), Teceddüt (1920), Kerkük (1926), Yeni Irak (1933), İleri (1935), Afak (1953) and Beşir (1958) had been published bet- ween the years 1918 and 1961. But none of those newspapers had made enough contribute to the development of the Turkmen language, culture and literature. Because, while some of these newspapers mentioned above was the voice of the governance, the ones published by the Turkmen intellectuals in order to reflect the voice of Turkmen society couldnt get rid of the pressure of the governance and their broadcast life had lasted short time. But the magazine of Kardaşlık de- termining the cultural and literal inadequacies of Turkmen society living in Iraq has started to broadcast in 1961 and had continued to be published freely until 1977 and thus it had managed to fill a big gap on that field.

Osmanlıdan sonra Irakın yönetimini ele geçiren İngilizler, toplum yasalarını ayrışma üzerine inşa etmişler ve Musul Meselesinden dolayı Türkmenleri, Irakın bölünmesine neden olabilecek bir toplum olarak göstermişlerdir. İngilizler tarafından hedef gösterilen Türkmenler, uzun yıllar Iraktaki yönetimlerin sindirme politikalarına maruz kalmışlardır. Bu sindirme politikaları, Türkmenlere ait yayın organlarını olumsuz yönde etkilemiştir. Zira Osmanlıdan sonra 1960lı yıllara kadar Türkmenlere ait uzun soluklu herhangi bir süreli yayın bulunamamıştır. 1918 ile 1961 yılları arasında Necme (1918), Teceddüt (1920), Kerkük (1926), Yeni Irak (1933), İleri (1935), Af ak (1953) ve Beşir (1958) gibi birçok Türkçe gazete çıkmıştır; ancak bu gazetelerin hiçbiri, Türkmenlere ait dilin, kültürün ve edebiyatın gelişmesinde yeterli katkıyı sağlayamamıştır. Çünkü söz konusu gazetelerin bir kısmı yönetimlerin sesi olmuş; Türkmen toplumunun sesini yansıtmak için Türkmen aydınları tarafından çıkarılanlar ise, yönetimlerin baskılarından kurtulamamış ve yayın hayatları kısa sürmüştür. Ancak 1961 yılında Kardaşlık Dergisi, Irakta Türkmen toplumunun kültürel ve edebî eksiklerini tespit ederek yayıma başlayıp 1977 yılına kadar özgür bir şekilde çıkmaya devam etmiş, bu alanda büyük bir boşluğu doldurmayı başarmıştır.
