THE EFFECTS OF LAW NO. 6360 TO THE METROPOLITAN SUB-PROVINCE MAYORAL ELECTIONS

Abstract

Dissolving of legal entity of municipalities and villages located in the metropolitan boundaries and their subordination to the sub-province municipalities with neighborhood status is one of the most questionable regulations of the Law No. 6360. This law has been criticized regarding it is fictionalized by the ruling party with intent to make political gains in the local elections. This study aims to make evaluations about how rural votes effect the sub-province municipality elections through the new regulation. In this context, in the 18 sub-provinces of Trabzon, the voting rates of the old implementation boundaries were determined through the data on the 2014 local elections taken from the Ballot Box Results Sharing System (SEÇSİS), and these rates were compared with the current selection results. It has been reached the conclusion that the new implementation, with a few exceptions, hasn’t influenced the election results in the sub-provinces of Trabzon, but the ruling party has increased its votes thanks to rural voters that have voted for the first time in the sub-province municipality elections

Özet

Büyükşehir sınırlarında yer alan belediye ve köylerin tüzel kişiliklerinin sona erdirilip mahalle statüsüyle ilçe belediyelerine bağlanmaları, 6360 Sayılı Kanun'un en tartışmalı düzenlemelerinden birisidir. Bu kanun, iktidar partisi tarafından yerel seçimlerden siyasi kazanım elde etme amacıyla kurgulandığı yönünde eleştirilere maruz kalmıştır. Araştırmanın amacı, yeni uygulama ile ilçe belediyesine bağlanan kırsal oyların ilçe belediye başkanlığı seçimlerini ne yönde etkilediğine yönelik değerlendirmelerde bulunmaktır. Bu bağlamda "Sandık Sonuçları Paylaşım Sisteminden (SEÇSİS)" alınan 2014 yerel seçimlerine ilişkin veriler aracılığıyla, Trabzon ilinde bulunan 18 ilçede, eski uygulama sınırlarındaki oy oranları tespit edilmiş ve bu oranlar mevcut seçim sonuçlarıyla karşılaştırılmıştır. Yeni uygulamanın Trabzon ilçelerinde birkaç istisna dışında seçimin sonucunu etkilemediği ancak ilk kez ilçe belediyesi için oy kullanan kırsal seçmen sayesinde iktidar partisinin oylarını arttırdığı sonuçlarına ulaşılmıştır
