The Crossroad of the September 12th in Turkey-US Relations: What Do American Documents Tell About the Coup?

Abstract
One of the most controversial issues, which still carry the veil of obscurity in Turkish-American relations, is the alleged ties between the September 12, 1980 coup d'etat in Turkey and the Carter administration. In this work, answers to those questions are searched by focusing on declassified American documents: Had the US been aware of the coup d'etat before it occurred? How did the White House interpret the military takeover in Turkey? In the article, it is showed that White House documents of the time support the thesis that Washington was expecting the coup, and had trusted the actors of it. In addition, because the US had not seen any threat against its interests, it did not act to prevent the military takeover.

Türk-Amerikan ilişkileri tarihinin, üzerindeki bilinmezlik perdesi kalkmamış çok merak edilen problematiklerinden biri, 12 Eylül askeri darbesiyle dönemin Amerikan yönetimi arasındaki bağlantıdır. Bu çalışmada, gizlilik derecesine sahip iken daha sonra tasnif dışı bırakılmış Amerikan belgelerine odaklanılarak, şu sorulara cevap aranmaktadır: ABD, darbeyi biliyor muydu? Beyaz Saray, Türkiye'de askerlerin yönetime el koymalarını nasıl yorumladı? Makalede, mevcut belgelerdeki bilgilerin, Washington'un darbeyi beklediğini, muhtemel aktörlerini tanıdığını, ancak çıkarları açısından darbenin gerçekleşmesini tehdit saymadığı için engelleme ihtiyacı duymadığını savunan tezleri desteklediği gösterilmektedir.
