The cooperation council of turkic speaking states in terms of ınternational law

Abstract
The Cooperation Council of Turkic Speaking States was established in 2009 as a new international organization for comprehensive cooperati- on among Turkic speaking states. The four founding and current mem- ber states are Azerbaijan, Kazakhstan, Kyrgyzstan, and Turkey. The Turkic Council is an intergovernmental organization which possesses international legal personality. It is a closed and regional organization. The organs of the Turkic Council are the Council of Heads of States, the Council of Foreign Ministers, the Senior Officials Committee, the Coun- cil of Elders of Turkic Speaking States, and the Secretariat. While the Turkic Academy, The Turkic Culture and Heritage Foundation and the International Organization of Turkic Culture (TURKSOY) are the spe- cialized agencies of the Turkic Council, the Parliamentary Assembly of Turkic Speaking Countries (TURKPA) and the Business Council of Tur- kic Speaking States are the affiliated institutions of the Turkic Council

Türk Dili Konuşan Ülkeler İşbirliği Konseyi, 2009 yılında Türk dili ko- nuşan ülkeler arasında kapsamlı bir işbirliği için yeni bir uluslararası örgüt olarak kuruldu. Kurucu ve aynı zamanda mevcut üyeleri, Azer- baycan, Kazakistan, Kırgızistan ve Türkiye’dir. Türk Konseyi, ulusla- rarası hukuk kişiliğine sahip hükümetlerarası bir örgüttür. Kapalı ve bölgesel bir örgüttür. Türk Konseyi’nin organları, Devlet Başkanları Konseyi, Dışişleri Bakanları Konseyi, Kıdemli Memurlar Komitesi, Aksakallar Konseyi ve Sekretaryadır. Türk Akademisi, Türk Kültür ve Mirası Vakfı ve Uluslararası Türk Kültürü Teşkilatı (TÜRKSOY), Türk Konseyi’nin uzmanlık kuruluşlarıdır. Türk Dili Konuşan Ülkeler Parla- menter Asamblesi (TÜRKPA) ve Türk İş Konseyi ise Türk Konseyi’nin ilgili kuruluşlarıdır.
