The European Union Constitution and the Reform Treaty

Abstract

Abstract: Following the rejection of European Union Constitution of2004 in the referendums held in France and the Netherlands in 2005, European Union experienced a period of obscurity. On 12/13 December, 2007 after the summit meeting, the Reform Treaty of Lisbon, which ended the period of uncertainty, was ratified by the heads of states and governments of the European Union countries. In this essay the European Union Constitution and its replacement; the Reform Treaty, have been studied in comparison and some deductions regarding the future of the Reform Treaty have been made.

Özet: 2004 tarihli Avrupa Birliği Anayasa'nm, 2005yılında Fransa ve Hollanda 'da yapılan referandumlar neticesinde reddedilmesinin ardından Birlik, yaklaşık iki yıllık bir belirsizlik dönemi yaşamıştır. Bu belirsizliği ortadan kaldıran Reform Antlaşması, 12-13 Aralık 2007 tarihinde Lizbon'da gerçekleştirilen Devlet ve Hükümet Başkanları Zirvesi'nde resmen kabul edilmiştir. Bu makalede Avrupa Birliği Anayasası ile onun yerini alan Reform Antlaşması karşılaş¬tırmalı olarak incelenmiş ve Reform Antlaşması'nm geleceğine ilişkin bazı öngörülerde bulunulmuştur.
