Abstract
The p roblems of the Turkish Muslim minority in Western Thrace have led Turkish-Greek relations through a variety of tumultuous rup tures in the past. Today both countries still recognize diff erent treaties stip ulat- ing the rights of minorities living in the reg ion. While the Greek side cur- rently p oints to the articles of the 1923 Treaty of Lausanne on minority rights, the Turkish side, on the other hand, contends that the articles of the 1920 Treaty of Sevres and article no. 3 of the 1913 Ag reement remain valid. Such a dynamic has been inf luenced by Turkeys develop ment of a more active f oreign p olicy towards the reg ion in the 2000s. This con- text also saw the 2015 General Election results in Greece welcomed by the Turkish Muslim minority living in Western Thrace. Nevertheless, educational, social, p olitical and economic p roblems are still awaiting resolutions in the reg ion.
Özet
Batı Trakya bölgesinde yaşayan Müslüman Türk azınlığ ının sorunları Türk-Yunan ilişkileri açısından geçmişten g ünümüze çeşitli gerilimlere sebep olmuştur. Türk ve Yunan taraf larının o bölgede yaşayan azın- lıkların haklarıyla ilg ili geçerli saydıkları antlaşmalar f arklıdır. Yunan taraf ı 1923 Lozan Antlaşmasını azınlık hakları konusunda geçerli sa- yarken, Türk taraf ı daha önce yap ılmış olan 1920 Yunan Sevri ve 1913 Antlaşmasına bağlı III Nolu p rotokolün azınlıklar konusunda geçerli- liğ ini koruduğ unu iddia etmektedir. 2000li yıllarda Türkiye, bölgeyle ilg ili daha aktif bir dış p olitika çizg isi izlemeye başlamıştır. 2015 Yu- nanistan Genel Seçimi sonuçları da bölgede yaşayan Müslüman Türk azınlık açısından olumlu karşılanmıştır. Bununla beraber eğ itim ala- nıyla birlikte toplumsal, siyasal ve ekonomik alanlarda kronikleşmiş birçok sorun bölgede hâlâ çözüm beklemektedir.
