Gated Communities as a New Housing Production Process in İzmir

Abstract
Neoliberal policies shaping the current capitalist system must be considered as the main driving factor for the emergence of gated communities. The general characteristics of the housing supply dynamics in cities are shaped by their share in national and even global economies, in other words the urban economic structure. Other determinant factors include historical patterns of socio-cultural and spatial transformation processes. Accordingly, gated communities in İzmir were shaped by the effects of national/international economic-political processes and the local dynamics of city. They also demonstrate different characteristics than those of other national or international gated communities. In this study, the emergence of gated communities in the entire urban region of İzmir will be examined within the context of historical development and urbanization process of the city. In addition, data about the number of gated communities, the number of housing units, user profile and production methods will be provided. I will also examine variations among gated communities based on variables such as location, general design characteristics, social facilities, social relationships in settlements, security and architectural qualities and compare them with gated communities in other cities in Turkey, particularly İstanbul. Finally, gated communities will be evaluated within the context of economic, socio-cultural and spatial structure of the city.

Kapalı konut sitelerinin oluşumunu tetikleyen temel faktör kapitalist sistemin bir parçası olarak işleyen neo-liberal politikalardır. Bir kentte gerçekleştirilen konut sunumunun temel nitelikleri için, o kentin ulusal ve hatta küresel ekonomideki yeri, diğer bir deyişle ekonomik altyapısı temel belirleyici olmaktadır. Kentin tarihsel süreci boyunca geçirdiği sosyo-kültürel ve mekânsal değişim süreçleri de diğer belirleyici faktörlerdir. İzmir kentindeki kapalı konut siteleri de, ulusal/uluslararası ekonomik-politik süreçlerin etkisi altında, ancak, kentin tarihsel gelişim sürecinden taşıdığı iç dinamikler doğrultusunda şekillenmişlerdir. Bu doğrultuda İzmir’deki kapalı konut siteleri, ulusal ya da uluslararası ölçekteki benzerlerinden, kentin özgül yapısı doğrultusunda temel farklılıklar içermektedirler. Bu çalışmada öncelikle İzmir kentsel bölge bütünündeki kapalı konut sitelerinin kentin büyüme süreci içinde oluşumları aktarılmaktadır. Ardından kentteki kapalı konut alanlarının sayısı, içerdikleri konut birimi, kullanıcı profili, üretim biçimleri çerçevesinde mevcut duruma ilişkin sayısal veriler ortaya konmuş; söz konusu konut alanları, konum, genel tasarım özellikleri, sosyal donatılar, site içi sosyal ilişkiler, güvenlik, mimari nitelik gibi parametreler çerçevesinde ülkenin diğer kentlerindeki örneklerle -ağırlıkla İstanbul ile- kıyaslanarak irdelenmiştir. Son olarak İzmir’deki kapalı siteler kentin özgün ekonomik, sosyo-kültürel ve mekânsal yapısı paralelinde değerlendirilmiştir.
