The Effects on Urban Morphology and Typology of the Urban Planning Practice ın Turkey, an Assessment for City of Siverek

Türkiye Şehir Planlama Pratiğinin Kentsel Morfoloji ve Tipoloji Üzerindeki Etkileri, Siverek Kenti İçin Bir Değerlendirme

Abstract

The term of urban morphology evaluates development process of location form at different scales from part to whole based on factors of history, culture, and geography and etc. Particularly it is an effective key to read urban typology studies at macro scale. In this context, it presents a rich content at urban morphology line of Turkish geography. However this rich content comes from the period of change on an incompatible basis with legal administrative order of urban planning system of Turkey. Especially it is explicitly seen effects of change on physical weathering and social life in the cities which prominently have climatic, geographic, historical and cultural tracks. At this point, urban planning system is required to be examined as a pioneer and dominant factor to form morphological structure and typological characters of the cities in Turkey. For this reason, the city of Siverek, which is one of unique settlements with its life culture and climate, and its planning process were analyzed as an example. First of all, the terms of urban morphology and typology and effects of urban planning system of Turkey on these terms have been explained in the study. Subsequently, the relationship between morphological and typological characteristics of the city of Siverek and the urban planning process has been exemplified with field researches and thematic analysis.

Özet

Kentsel morfoloji kavramı yerleşme formunun gelişme sürecini; tarih, kültür, coğrafya vb. etmenlere dayalı olarak parçadan bütüne farklı ölçeklerde değerlendirmektedir. Özellikle makro ölçekte kentsel tipoloji okumalarının yapılabilmesi için etkin bir anahtardır. Bu bağlamda Türkiye coğrafyası kent morfolojisi ekseninde zengin bir içerik sunmaktadır. Ancak bu zengin içerik Türkiye şehir planlama sisteminin yasal yönetsel düzeni ile uyumsuz bir zeminde değişim sürecindendir. Özellikle iklim, coğrafya, tarih ve kültürel izlerin belirgin bir şekilde okunduğu kentlerde değişimin ortaya koyduğu fiziksel ayrışma ve toplumsal yaşam üzerindeki etkileri açık bir şekilde okunmaktadır. Bu noktada Türkiye'de kentlerin morfolojik yapısı ve tipolojik karakterinin biçimlenmesinde öncü ve baskın etken olarak şehir planlama sisteminin irdelenmesi gerekmektedir. Bu sebeple örnek olarak yaşam kültürü ve iklimin biçimlendirdiği özgün yerleşmelerden biri olan Siverek kenti ve geçirdiği planlama süreci analiz edilmiştir. Çalışmada öncelikle kent morfoloji ve tipoloji kavramları ile Türkiye şehir planlama sisteminin bu kavramlar üzerindeki etkileri açıklanmaktadır. Akabinde Siverek kentinin morfolojik ve tipolojik özelliklerinin şehir planlama süreci ile ilişkisi saha araştırmaları ve tematik analizler eşliğinde örneklenmektedir.
