Informal Employment Problem in Small and Medium Sized Enterprises (SME): Instance of Aydın

Abstract
nformal employment is one of the main problems that all countries need to solve and mostly seen in Small and Medium-Sized Enterprises (SME). The first aim of this study is to reveal the current situation of informal employment in micro-enterprises operating in Aydin. Increasing the audit activities and the incentive system for registered employment stand out among the suggestions for preventing informal employment. The second aim of the study is to determine whether there is a difference in the rates of informal employment between enterprises that are audited for insurance determination and those that are not audited, and between enterprises that are aware of employment incentives and those that are not aware. To achieve research objectives, a field study was conducted covering 104 micro-enterprises and 270 employees operating in Aydin. Within the scope of research, quantitative (survey) and qualitative (interview) research methods were used together. As a result of the research, it is found that 22.6% of the employees work informally, the most important reason for unregistered employment is unemployment with 47.8% and high insurance premiums and taxes with 44.2%for businesses, and 39.4% of enterprises employ unregistered workers, 65.3% of unregistered workers are seen in the food and beverage sector (cafes, restaurants, etc.), the enterprises that have been audited for employment insurance determination employ 19.2% less unregistered workers compared to the enterprises that have not been audited, and enterprises that are aware of employment incentives employ 31.2% less unregistered workers than those that are not award.
Özet
Kayıt dışı istihdam tüm ülkelerin çözmesi gereken sorunların başında gelmektedir ve en fazla Küçük ve Orta Ölçekli İşletmelerde (KOBİ) görülmektedir. Bu çalışmada ilk olarak Aydın ilinde faaliyet gösteren mikro işletmelerde kayıt dışı istihdamın mevcut durumunu ortaya koymak amaçlanmıştır. Kayıt dışı istihdamın önlenmesine yönelik öneriler arasında denetim faaliyetlerinin arttırılması ile kayıtlı istihdama yönelik teşvik sistemi öne çıkmaktadır. Çalışmanın ikinci amacı; sigortalılık tespitine yönelik denetim yapılan işletmelerle denetim yapılmayan işletmeler arasında ve istihdam teşviklerinden haberdar olan işletmelerle teşviklerden haberdar olmayan işletmeler arasında kayıt dışı istihdam oranları bakımından fark bulunup bulunmadığını tespit etmektir. Araştırma amaçlarına ulaşmak için; Aydın’da faaliyet gösteren 104 mikro işletme ve 270 çalışanı kapsayan alan araştırması yapılmıştır. Araştırma kapsamında nicel (anket) ve nitel (mülakat) araştırma yöntemleri bir arada kullanılmıştır. Araştırma sonucunda; çalışanların %22,6’sının kayıt dışı çalıştığı, çalışanlar açısından kayıt dışı istihdamın en önemli nedeninin %47,8 ile işsizlik, işletmeler açısından ise %44,2 ile sigorta primleri ve vergilerin yüksekliği olduğu, işletmelerin %39,4’ünün kayıt dışı işçi çalıştırdığı, kayıt dışı işçi çalıştırmanın %65,3 ile enfazla yiyecek-içecek (kafe, lokanta vb.) sektöründe görüldüğü, sigortalılık tespitine yönelik denetim yapılmış işletmelerin denetim yapılmamış işletmelerden %19,2, istihdam teşviklerinden haberdar olan işletmelerin teşviklerden haberdar olmayan işletmelerden %31,2 daha az kayıt dışı işçi çalıştırdığı tespit edilmiştir.
