THE EFFECT OF TRANSFER EXPENDITURES TYPES ON ECONOMIC GROWTH: AN ANALYSIS FOR TURKEY

Abstract

The aim of this study is to investigate the effect of transfer spending on economic growth in Turkey period from 1991 to 2016. For this purpose, transfer expenditures are classified as social security expenditures, internal and external debt interest payments, other transfers and the effects on the annual GDP growth rate is analyzed by the ARDL bound analysis. The results illustrate that social security expenditures have a positive effect on economic growth both short and long run. On the other hand, domestic debt interest payments negatively affect economic growth in the short run. The effect of domestic debt interest payments in the short run is greater than the positive effect of both and long run social security expenditures

Özet

Çalışmanın amacı Türkiye’de 1991-2016 dönemindeki transfer harcamalarının ekonomik büyümeye etkisinin araştırılmasıdır. Bu amaç doğrultusunda transfer harcamaları sosyal güvenlik harcamaları, iç ve dış borç faiz ödemeleri ve diğer transferler olarak sınıflandırılarak yıllık GSYH artış oranı üzerine etkileri ARDL sınır testi ile analiz edilmiştir. Elde edilen sonuçlar hem kısa hem de uzun dönemde ekonomik büyüme üzerinde sosyal güvenlik harcamalarının pozitif bir etkisi olduğunu göstermiştir. Diğer taraftan kısa dönemde iç borç faiz ödemelerinin ekonomik büyümeyi azalttığı tespit edilmiştir. İç borç faiz ödemelerinin kısa dönemde ortaya çıkardığı bu etki sosyal güvenlik harcamalarının gerek kısa gerekse uzun vadeli pozitif etkisinden daha büyüktür.
