An Old Postulate a New Discourse: The Technological Development and Capitalism within the Context of Industry 4.0

Abstract

Industry 4.0 has been considered as a concept defining the new techno-capitalist phase in the production processes for eight years. Under the circumstances providing a rapid transformation of the digital and robotic technologies, it can be claimed that the production processes would proceed in an integrated and simultaneous way through networks, and customised mass production would be replaced with a standardised one. The special interest of business environments in the concept Industry 4.0 draws attention. These environments over-exaggerate the concept. At the same , they also claim that the practices initiated within the context of Industry 4.0 would transform the production processes and the world of work radically. The same environments assert that the mentioned transformation is a kind of “revolution” of the production processes and the working life as well. For this reason, the concept is used with connotations such as “the Fourth Industrial Revolution” or “Industry 4.0 Revolution” within the related literature. Apart from the business environments, trade unions, and federations, confederations also try to pay attention to the concept and its prospective impacts on the world of work. Although we are at an early stage to predict what the outcomes of the Industry 4.0 practices would be, when we take the historical integrity of technological-capitalistic development into account, it seems that a new gale of precarisation and unemployment could be experienced by labourers in the future. Due to all these reasons, the concept Industry 4.0 deserves to be assessed. This manuscript aims to analyse the Industry 4.0 debate with a critical approach. While the political economy context of the concept Industry 4.0 is scrutinised within the frame of techno-capitalism, the prospective impacts of the initial Industry 4.0 practices on labour and, the measures which would be taken in favour of labourers are discussed (even the current intellectual sphere has a restrictive nature in terms of working class’s capacity to struggle). This article also analyses how Industry 4.0 can be functionalised for the sake of the working class. That is, this paper aims to carry the debate on Industry 4.0 outside the boundaries of hegemonic main stream discourse.

Sanayi 4.0, üretim süreçlerindeki yeni tekno-kapitalist aşamayı tanımlayan bir kavram olarak sekiz yıldır tartışılıyor. Sayısal ve robotik teknolojilerin son yirmi yıldaki hızlı değişiminin sağlamış olduğu koşullar altında, üretimin ağ yapılanmaları üzerinden tümleşik ve eşgüdümlü bir şekilde sürdürüleceği, kitlesel standart üretimden kitlesel müşteriye özel üretime geçileceği, Sanayi 4.0’ın kavramsal içeriğine yönelik raporlarda vurgulanıyor. Sanayi 4.0’a yönelik iş çevrelerinin özel ilgisi dikkat çekiyor. Bu çevreler kavrama gereğinden fazla bir anlam yüklüyor. Sanayi 4.0 kapsamında yaşama geçirilecek uygulamaların, üretim süreçlerini ve çalışma yaşamını köklü bir biçimde değiştireceği de yine aynı çevrelerce savunuluyor. Bu değişimin hem üretim süreçleri hem de çalışma ilişkileri bakımından bir “devrim” niteliği taşıdığı da bu çevreler tarafından öne sürülüyor. Bu nedenle kavrama ilişkin yazının bir bölümünde “Dördüncü Sanayi Devrimi” veya “Sanayi 4.0 Devrimi” gibi alternatif adlandırmalar da kullanılıyor. İşveren çevrelerinin dışında, sendikalar, uluslararası federatif ve konfederatif yapılar da, Sanayi 4.0 tartışması ekseninde ortaya çıkacak uygulamaların, işçiler üzerinde ne gibi sonuçlar doğurabileceğine yönelik araştırmalar sürdürüyor. Sanayi 4.0’ın uygulamadaki sonuçlarının gözlenmesi için erken olsa bile, kapitalizmin teknolojiyle olan tarihsel beraberliği, önümüzdeki dönemde işçilerin büyük bir bölümü açısından yeni bir güvencesizleşme ve işsizleşme dalgasının ortaya çıkabileceği savını öne sürmeyi olanaklı kılıyor. Tüm bu nedenlerle Sanayi 4.0, değerlendirilmeyi hak ediyor. Bu yazı, Sanayi 4.0 tartışmasına eleştirel bir çözümleme getirmeyi hedefliyor. Yazı aynı zamanda, Sanayi 4.0 tartışmasının siyasal iktisadi çerçevesini, tekno-kapitalizm kavramıyla ilişki bir şekilde ele alırken, bu tartışma ekseninde yaşama geçirilecek uygulamaların, işçi sınıfı açısından ne gibi sonuçlar doğurabileceği ve işçi sınıfının - mevcut düşün ortamının sınırlayıcı yapısına rağmen - bu sonuçlara karşı ne gibi önlemler alabileceğini de değerlendiriyor. Bu çalışmada, Sanayi 4.0’ın işçi sınıfı lehine nasıl işlevselleşetirileceğine yönelik önerilerde de bulunuluyor. Yani bu yazı Sanayi 4.0 tartışmasının, egemen ana-akım söylemin dışına taşınması hedefini gözetiyor.
