Internet web sites of Turkish National Police and proposal for a new model

Abstract

With providing the public services in electronic format, it is aimed to reduce time and cost as well as improving the quality of service. In this context, since 2003 significant investments have been made in Turkey and many state institutions have started to offer services over the Internet. Government agencies have engaged in an intensive effort in order to ensure that the services they offer are effective, fast, accessible, and highly beneficial. This study provides information regarding the highly fragmented structure of units of websites and Internet of the Turkish National Police, and describes the process of bringing them under a single roof center. In addition, information regarding justification for creating Web Sites Collection (Portal) Project, conducted studies, and proposed model will be given.

Özet

Kamu hizmetlerinin elektronik formatta sunulmasıyla, zaman ve maliyetin azaltılması ve hizmet kalitesinin geliştirilmesi amaçlanmaktadır. Bu kapsamda Türkiye’de 2003 yılından itibaren önemli yatırımlar yapılmış ve birçok devlet kurumu hizmetlerini internet üzerinden sunmaya başlamıştır. Devlet kurumları, sundukları hizmetlerin etkin, hızlı, kolay erişilebilir olması ve en yüksek yararı sağlaması açısından yoğun bir çaba içine girmişlerdir. Bu çalışmada; dağınık bir yapıda olan Emniyet Genel Müdürlüğü birimlerine ilişkin internet web sitelerinin, tek bir çatı altında toplanmasına yönelik süreç anlatılmaktadır. Bunun yanında, Web Siteleri Topluluğu (Portal) Projesinin oluşturulma gerekçesi, yapılan çalışmalar ve önerilen modele ilişkin bilgiler verilmektedir.
