The Caucasian politics of the Ottoman State at the beginning of the first World War

Abstract
Aiming at reestablishing the Ottoman State’s decaying prestige in her last stages, Enver Pasha and his administration implemented active politics in the Caucasus by holding direct cooperation with Germans. With such initiations, the Ottoman state aimed to expel Russia out of the region to establish a state under Ottoman rule and tried to rescue Azerbaijan and Dagestan in tandem. The Ottoman politics in the region failed as a result of strong resistance of Russia and incapacity of the facilities at hand. However, the Ottoman politics has gained a new dimension with the Bolshevik Revolution in November 1917. Although the establishment of the Islamic Army of the Caucasus and Military Expedition towards Caucasus paved the way for Ottoman State to reach a historical ideal, the collapse of the Ottoman state after the World War I eliminated Ottoman’s aims. The aim of this study is to examine the intersecting interests of the Ottoman state and South Caucasus in the First World War period and to analyze their diplomatic and military operations which were mostly shaped by their combined politics. In this context, the study analyzes the internal politics of the Ottoman state considering the movements which affected the Ottoman politics. Moreover, this study focuses on the external factors behind Ottoman’s heading towards the Caucasus. The operations to enhance the success of the politics during the era were also examined in this study along with the War.

Osmanlı Devleti’nin son döneminde kaybettiği itibarını geri kazanmayı düşünen Enver Paşa ve hükümeti, Almanlarla işbirliğine giderek, I. Dünya Savaşı öncesi ve başlarında Kafkasya’da aktif siyaset yürütmüştür. Osmanlı, Rusları bu bölgeden çıkartarak Azerbaycan ve Dağıstan’ı kurtarıp, Osmanlı himayesinde bir devlet kurmayı planlamıştır. Rusların ciddi direnç göstermesi ve elde olan imkanların yetersizliği sonucu başarılamayan bu siyaset, Kasım 1917 Bolşevik Devrimi sonucunda Çarlık Rusya’sının yıkılmasıyla birlikte yeni bir boyut kazanmıştır. Kafkas İslam Ordusu’nun kurulması ve Kafkasya Seferi tarihi bir idealin gerçekleşmesi için bir büyük imkan oluştursa da, I. Dünya Savaşı sonrasında Osmanlı Devleti’nin yıkılışı bu siyasetin nihai sonuca ulaşmasını engellemiştir. Çalışmanın amacı, Osmanlı Devleti ile Güney Kafkasya halklarının I. Dünya Savaşında çakışan menfaatlerini, ortak siyasetlerinin, bu siyaset çerçevesinde diplomatik ve askeri faaliyetlerinin incelenerek, sonuçlarının analiz edilmesidir. Bu çerçevede I. Dünya Savaşı başlarında Osmanlı Devleti’nin Kafkasya siyaseti ele alınmıştır. Bu çerçevede Osmanlı Devleti’nin iç politikası, bu politikaya yön veren akımlar ve Osmanlıyı Kafkasya’ya yönlendiren dış sebepler incelenmiştir. Ayrıca, savaşla birlikte Kafkasya siyasetinin başarılı olabilmesi için gerçekleştirilmiş faaliyetler de irdelenmiştir.
